City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends the City Council adopt a resolution naming two seats in the Mike Balkman City Council Chambers after Jacqueline and Charles McCain. BACKGROUND: Jacqueline and Charles McCain were longtime Culver City residents who were very active in the affairs of their neighborhood and their City. Both Mr. and Mrs. McCain became well know “fixtures” at City Council meetings where they often offered comment and advice to the City Council on the full range of issues considered by the City Council. Mr. and Mrs. McCain passed away within a few months of each other in 2007. In honor of their contributions to Culver City, especially their participation in so many City Council meetings, in August, 2007, the City Council requested an agenda item be placed on a future agenda for consideration of naming two seats in the Mike Balkman Council Chambers after Jacqueline and Charles McCain. City Council Policy Number 2006-001 (Facility Naming Policy) provides that at least one year shall pass prior to the City Council considering naming an item in honor of a person Pursuant to that City Council Policy, this item is presented to the City Council this evening for consideration. Fulwood (01/07/09) City of Culver City, California City Council Agenda Item Report DISCUSSION: Mr. and Mrs. McCain would often take “their” seats located in the front row of the middle section of the seating area in the Council Chambers (those seats have been left vacant this evening). Should the City Council adopt the proposed resolution, a nameplate would be attached to the two seats which would be similar to the following: Relatives of Mr. and Mrs. McCain have been invited to this evening’s meeting and may wish to address the City Council. FISCAL ANALYSIS: Costs to place the proposed nameplates on two seats can be accomplished within existing appropriations. Resolution 1-2RESOLUTION NO. 2009-R A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CULVER CITY, CALIFORNIA, NAMING TWO SEATS IN THE MIKE BALKMAN CITY COUNCIL CHAMBERS AFTER JACQUELINE AND CHARLES MCCAIN. WHEREAS, Jacqueline and Charles McCain were long-time residents of the WHEREAS, both Mr. and Mrs. McCain were very active participants in their City, including attending a great number of City Council and Redevelopment Agency meetings; and, WHEREAS, Mrs. McCain served the City as a Planning Commissioner and was known to read each Environmental Impact Report presented to the Commission and offer her comments on each, and Mr. McCain served actively in his homeowners' association; and, WHEREAS, in August, 2007 the City Council, in accordance with the City Council Policy regarding Facility Naming (Resolution 2006-R089), calendared consideration of naming these seats in the Mike Baikman City Council Chambers in honor of Charles and Jacqueline McCain for January 2009 in order that a minimum of one year pass before such naming.
