RECOMMENDATION

 

Staff recommends the City Council approve a five-year general services agreement with Odyssey Power to perform on-call backup generator repairs at City-owned facilities in an amount not-to-exceed $50,000 annually, for a total amount not-exceed $250,000 over the five-year term.

 

 

BACKGROUND

 

The City owns 20 different critical facilities that have emergency backup power generators equipped with switching gear that automatically starts the generator when grid-supplied electricity fails. The City’s critical facilities with on-site generators include City Hall, the Police Station, all three fire stations, the Communications Tower at Bill Bott’s Field, the Transportation facility, the Senior Center, the Veterans Memorial Complex, and all the sewage pumping stations.

The generators and switching gear are manufactured by Generac, Cummins, John Deere, Olympian, Onan, Detroit Diesel, Kohler and Katolight.

 

 

DISCUSSION

 

On March 20, 2025, staff released Request for Proposals No. 2603 (the “RFP”) to perform on-call generator and switching gear repairs over five years in an amount up to $50,000 annually. Proposals were due on April 17, 2025. The City received a total of three proposals.  The proposals were evaluated using the following criteria contained in the RFP:

Odyssey Power has experience repairing and maintaining the various make/model generators the City owns. The company is located in Orange, California.  They have been in business for over 25 years, and they have their own fleet of trucks with 40 crewmembers to serve their Southern California customers. Their references are excellent, and staff recommends selecting Odyssey Power to enter into a five-year agreement to begin July 1, 2025.

 

 

FISCAL ANALYSIS

 

The Adopted Budget for Fiscal Year 2025-2026 includes sufficient funding in the amount of $50,000 for the first year of the five-year agreement in Account No.10160230.619800 (Public Works Building Maintenance - Other Contractual Services).  If approved, staff will include funding for the future years of the agreement in subsequent fiscal year budgets.

 

 

MOTIONS

 

That the City Council:

 

1.                     Approve a five-year general services agreement with Odyssey Power in an amount not-to-exceed $50,000 annually for an aggregate amount not-to-exceed $250,000 for the five-year term to perform on-call backup generator and switching gear repairs at various City-owned facilities; and

 

2.                     Authorize the City Attorney to review/prepare the necessary documents; and

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
