RECOMMENDATION:
Staff recommends the City Council consider a fee waiver/reduction request from
Temple Akiba and direct staff as deemed appropriate.
BACKGROUND:
Each year, the City Council adopts various fees and charges for the City as part of
the budget process. In 2007, the City Council authorized a comprehensive review of
all of the City’s fees. As part of that process, a consultant was selected to perform a
comprehensive update to the City’s fees and charges. Effective for Fiscal Year
2007/2008, the updated fees and charges, many of which had increased as a result
of inflation and a higher level of cost recovery, were adopted by the City Council.
Pursuant to the newly adopted fees and charges, staff has been informing various
groups and individuals of the fees and charges now applicable.
DISCUSSION:
At a recent Council meeting, the Temple Akiba requested a fee waiver.
Temple Akiba (Summer Camp)
Temple Akiba offers an Summer Camp program for Culver City and other local
children. As part of their program, Temple Akiba has entered into a rental
agreement with the City for space at El Marino Park. In the past, Temple Akiba has

been charged approximately $1,300 per Summer. This year, upon review of the
actual usage which includes multiple areas in the park, staff adjusted the fee to
reflect the amount included in the fees and charges schedule.
Temple Akiba approached the City Council with a request to implement this increase
in fees over two years. Specifically, Temple Akiba proposed to implement 50% of
the fee increase effective July 1, 2009 and 100% of the fee increase on July 1, 2010.
FISCAL ANALYSIS:
The revenues projected for Fiscal Year 2008/2009 and those to be projected for
Fiscal Year 2009/2010 have been based upon the fees and charges included in the
adopted fees and charges schedule. Therefore, each fee waiver/reduction granted
would lower the amount of revenues received by the City. Given the current deficit
estimated at $500,000, every reduction in revenue would require either an increase
in revenue in another General Fund area or a further reduction in expenditures
above the $500,000 in reductions already needed to end Fiscal Year 2008/2009 with
an operating surplus.
Should the City Council grant the fee waivers/reductions as requested, the following
revenue impacts would be realized:

Akiba Day Camp El Marino rental proposal
As a non-profit Culver City day camp with a long time relationship with the Culver City
parks and recreation we would like to work together to find a common ground on the future
summer rental of El Marino park for part of our daytime operations. Since 2003 we have
been renting the parks picnic area. We were told last year that we should really be renting
the entire park (grass and picnic area); due to the way we are using the space. We understand
completely why we are being requested to change our permit and are happy to comply with
the new request. This being said, this will change our fees by almost 500%. This is an
increase that our camp can not take at one time, unfortunately. So we would like to propose
a two year contract. To meet the raise in fees and then to continue the rental for an indefinite
amount of time, until our camp gets to big to use the park and needs to find another space
(god willing).
Fees paid for previous years starting in 2003 ($875), 2004 ($1065), 2005 ($1190), 2006
($1250), 2007 ($1250), and 2008 ($1225). Our estimated cost for the 2009 summer, if all
fees were paid in full $6300 (grass $30 an hour for 4.5 hrs and picnic area $40 at non-profit
residential price).
First year: Summer of 2009
We would like to pay $3200 (which is half)
Second year: Summer of 2010
We would like to pay the full amount $6300 (or what it calculates out too, since we know
there may be some raise in fees due to city budgeting, with hopes for the 2010 summer were
not to exceed $7000) and then paying the full calculated amount from 2011 forward.
These are estimated figures since we do not have camp on the 4 th of July and we use the park
on Mondays, Tuesdays, Thursdays, and Fridays during our 9 week summer day camp
program. Our start date is normally the Monday after the Culver City and Los Angeles
unified school districts let out for the summer.
Please let us know if these figures will work for Culver City Parks and Recreation. We
would like to set a meeting to finalize the contract as soon as possible, since our first
preliminary budget is due in January and our final budget is voted on by our board in
February.
