RECOMMENDATION:
Staff recommends that the City Council appoint Kenneth W. Lock as the City’s
representative to the Los Angeles County West Vector Control District to complete
the preset term for Culver City’s Trustee that ends on December 31, 2006.
BACKGROUND:
The City of Culver City is entitled to appoint a representative (Trustee) to the Los
Angeles County West Vector Control District. This position has been vacant for
several years. The California Health and Safety Code restricts first time
appointments of Trustees to a two (2) year term and a preset term period has been
established for each city’s trustee in order to provide for evenly spaced turnovers on
the Board. Culver City Trustee’s normal term period begin on January 1, 2005 and
will end on December 31, 2006. This appointment will be for the remaining duration
of the term from the date of appointment. The Trustee is required to be a resident
and elector of the city.
DISCUSSION:
The City has advertised for the position and has received one application. The
applicant, Mr. Kenneth W. Lock, is a resident of the City of Culver City and a
registered voter as required.

FISCAL ANALYSIS:
There is no fiscal impact to the City. Trustees are paid a small stipend to
compensate them for their time and expenses in attending bi-monthly meetings of
the Vector Control District. This stipend is paid by the Vector Control District.

This two year term position will be appointed by the Culver City City Coun
cil at its meeting of August 22 2005 The board meets the 2nd Thursday of
each month at 7 30pm at 6750 Centmela Avenue in Culver City

1 The regular meetmgs of the Board of Trustees are held every second Thursday of the
month at 7 30 p m at the District's headquarters, 6750 Centmela Avenue, Culver City
Meetmgs last approximately 1-2 hours
2 The Califorma Health and Safety Codes restricts the first time appointments of a Trustee to
a two (2) year term Following that term, a Trustee may be reappointed to a two (2) or
four (4) year term at the discretion of the appomting body (city council) Term penods are
permanently preset for each city to provide evenly spaced turnovers on the Board of
Trustees The term period for Culver City started on January 1, 2005 and ends December 31,
2006 Your new appointee will serve from the date of the appointment to December 31,
2006 At that point, a reappomtment or new appointment can be made for the next term
penod
3 Trustees who attend the regularly scheduled meeting are compensated with a payment of
$50 in lieu of expenses if they attend There are rarely additional meetnigs during the
month|109| A Trustee must be a resident and an elector of the city from which he/she is appointed|109| If a reappointment is not made pnor to the end of the Trustee's term, the Trustee will
continue to serve and represent that entity until officially reappointed or replaced|109| Venfication of the reappointment or replacement is to be done by written notice certified by
