RECOMMENDATION

 

Staff recommends the City Council (1) award a construction contract to CJ Concrete Construction, Inc. as the lowest responsive and responsible bidder, in the amount of $92,582 for the Higuera Street Sidewalk Improvement Project, PS-036; and (2) authorize the Public Works Director to approve change orders to the contract in an amount not-to-exceed $23,145 to cover contingency costs.

 

 

BACKGROUND/DISCUSSION

 

The Higuera Street Sidewalk Project will construct a new sidewalk on the south side of Higuera Street, between Hayden Avenue and Shaefer Street.  These improvements will provide a continuous paved path of travel on the south side of Higuera Street between Schaefer Street and Hayden Avenue.  

 

In September 2024, the Public Works Department/Engineering Division issued a Request for Proposal (RFP) to the City Council approved list of on-call civil engineering firms for engineering design services.  Kreuzer Consulting Group was selected and issued a Notice to Proceed on December 17, 2024, for engineering design services.

 

The existing eucalyptus street trees will be removed to allow space for the proposed new sidewalk within the City’s public right of way.

 

Construction Bids

 

The Notice Inviting Bids was published on the Culver City PlanetBids website on May 15, 2025.  The bid opening date was on June 5, 2025, and nine contractors responded.  The four lowest bid amounts are shown in the following table:

 

 

Staff reviewed the contractors’ bid documents, and CJ Concrete Construction, Inc. submitted the lowest responsive bid.  CJ Concrete Construction, Inc.’s bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements.  CJ Concrete Construction, Inc. is an established general contractor and has completed many similar projects in the City of Culver City and throughout Southern California with satisfactory performance.

 

A proposed construction contingency amount of $23,145 (25%) is requested for unforeseen conditions during construction and to allow additional sidewalk replacement as identified by the City. The Public Works Department Engineering Division staff will perform the construction management and construction inspection. 

 

 

FISCAL ANALYSIS

 

The Adopted Budget for Fiscal Year 2025-2026 includes sufficient funding for the project in CIP Project No. PS036 (New Higuera Street Sidewalk). The project is funded with General funds (Fund 420).

That the City Council:

 

1.                     Award a construction contract to CJ Concrete Construction, Inc. as the lowest responsive and responsible bidder, in the amount of $92,582 for the Higuera Street Sidewalk Improvement Project, PS-036;

 

1.                     Authorize the Public Works Director to approve change orders to the Contract in an amount not-to-exceed $23,145.00 to cover contingency costs;

 

2.                     Authorize the City Attorney to review/prepare the necessary documents;

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
