RECOMMENDATION

 

Staff recommends the City Council (1) approve a three-year professional services agreement with Safety Research Consultants, Inc. (SRC) for safety training consultant services, in an amount not-to-exceed $110,000 annually; and (2) authorize the City Manager to approve two additional one-year terms for an additional amount not-to-exceed $110,000 annually.

 

 

BACKGROUND/DISCUSSION

 

Culver City’s Public Works Department, Environmental Programs & Operations Division (EPO) operates an in-house waste management service for its residents and businesses.  EPO staff includes approximately 50 employees that collect waste, recycling, organics, bulky items and construction and demolition debris daily.  In addition, Culver City operates a 500 ton per day transfer station.  Vehicles used by staff to collect materials are front loaders, automated side loaders, rear loaders, roll-off trucks, scout vehicles, stake bed vehicles, bucket loaders and forklifts.

 

The Occupational Safety and Health Administration (OSHA) regulates and promotes safety, health and general wellbeing of employees. Companies must be in compliance with OSHA regulations at all times. Many standards detailed within OSHA requirements explicitly require the employer to train employees in the safety and health aspects of their jobs to increase accident prevention and improve safety.

 

General OSHA requirements mandate the establishment and supervision of programs for the education and training of employers and their employees to recognize, avoid and prevent unsafe conditions in the workplace. OSHA training requirements are based on the job at hand. General categories of training may include medical services and first aid, gases, vapors, dusts, mists, fire protection, fall protection, ladder hazards, proper electrical equipment and power tools operations.

 

The City issued a Request for Proposals (RFP) on April 24, 2025 for qualified firms to provide commercial vehicle safety training services to support the EPO Division. The training is intended to promote a culture of safety, reduce workplace accidents, and ensure compliance with federal, state, and local regulations.  The scope of services includes defensive driving instruction, safety refresher training, compliance training for field and vehicle operations personnel, and tailored support for newly hired drivers. One proposal was received on May 22, 2025, by Safety Research Consultants, Inc. (SRC).  SRC is the City’s current safety training consultant, having served in this capacity since 2017. Based on their strong performance, institutional knowledge, and comprehensive understanding of municipal fleet operations, staff recommends continuing the partnership under a new agreement to begin in Fiscal Year 2025-2026.

SRC is an industry leader in commercial driver safety training, with a client base of over 75 organizations. Founded in 1997 by a former Southern California Commercial Enforcement Officer, SRC has built a national reputation for delivering professional, results-driven training programs tailored to client needs. SRC’s trainers are highly experienced and provide a wide range of services beyond classroom instruction, including new driver orientation and defensive driving programs; mechanic and facility safety training; on-site vehicle and operational inspections; supervisor and management training; and accident investigation and litigation support.  SRC has worked with major clients such as Republic Services and several municipal and school district fleets throughout California.

 

 

FISCAL ANALYSIS

 

The Adopted Budget for Fiscal Year 2025-2026 includes sufficient funding in the amount of $110,000 for this agreement in Account 20260400.516100 (Refuse Collection-Admin - Training & Education)  Funding for future years of the agreement will be included in the budget in subsequent fiscal years. No General Fund money will be used.

MOTIONS

 

That the City Council:

 

1.                     Approve a three-year professional services agreement with Safety Research Consultants, Inc. (SRC) for Safety Training Consultant Services, in an amount not-to-exceed $110,000 annually;

 

2.    Authorize the City Manager to approve two additional one-year terms, in an additional amount not-to-exceed $110,000 annually;

 

3.    Authorize the City Attorney to review/prepare the necessary documents; and

 

4.                     Authorize the City Manager to execute such documents on behalf of the City.
