RECOMMENDATION
Staff recommends the City Council approve an agreement with Power Source Systems, Inc. in the amount of $38,456 for repair and maintenance to the City-owned parking lot located at 3715 Robertson Boulevard (Robertson Lot).
BACKGROUND
The Robertson Lot is improved with eight metered parking spaces, which are used by businesses in the Willat/Hoke area and on Venice Boulevard for short-term parking. In the early 2000s the Parking Lot was refurbished by the former Culver City Redevelopment Agency (CCRA) with new paving, landscape and a monument sign for the Willat/Hoke business area. Since that time the lot has experienced heavy use and is now in need of repair and maintenance. The Robertson Lot also became the property of the Successor Agency to the Culver City Redevelopment Agency (Successor Agency) upon the dissolution of the CCRA.
In 2016, the Robertson Lot was transferred from the Successor Agency to the City of Culver City.
DISCUSSION
Public Works staff sought proposals from multiple contractors to perform the necessary repairs/maintenance. Staff prefers that one contractor perform the work due to the small scope of the project, the Robertson Lot’s small size and the resulting need to coordinate work efforts. Staff believes multiple contractors working on the site at the same time would be problematic.
Power Source Systems, Inc. was the only contractor to submit a proposal for all of the repairs/maintenance, which include removing/replacing an existing concrete wall with a decorative chain-link fence ($16,390), installation of new barriers/bollards to protect the new fence ($5,030), repairs to the monument sign ($12,656) and repairs to a landscape wall ($4,380). All of the costs for the repairs/maintenance are at the prevailing wage rate.
Pursuant to Culver City Municipal Code Sections 3.07.085.A and 3.07.085.C.6, these services, for the repair and maintenance of City-owned or occupied real property and buildings, are exempt from the competitive bid process, provided competitive quotes are obtained, whenever practical, as determined by the City Manager.
FISCAL ANALYSIS
The City Council Adopted Budget for Fiscal Year 2015/2016 includes sufficient funds to cover the $38,456 cost of the repairs/maintenance.

That the City Council:
1. Approve an agreement with Power Source Systems, Inc. in the amount of $38,456 for repairs/maintenance the City-owned parking lot located at 3719 Robertson Boulevard;
2. Authorize the City Attorney’s Office to review/prepare the necessary documents; and
3. Authorize the City Manager to execute the documents on behalf of the City.
