RECOMMENDATION:
Staff recommends the City Council approve a professional services agreement with
Unmack Everett Environmental to provide design and inspection services for the
environmental analysis and other related services at the Lindberg Hut facility located
at Lindberg Park.
BACKGROUND:
The City owns the Lindberg Park Hut located at 5041 Rhoda Way. Preliminary tests
indicate asbestos and lead paint may be present at this location. Based upon these
preliminary tests, staff is recommending further testing be undertaken and, if
necessary, remediation and abatement be completed.
DISCUSSION:
The evaluation of City facilities, development of asbestos/lead paint abatement work
specifications and inspection and monitoring of the Contractor’s abatement work
requires the specialized expertise of a consultant who is familiar with the legal
requirements of regulatory agencies such as OSHA (Occupational Safety and Health
Act) and EPA (Environmental Protection Agency). Unmack Everett has knowledge
and experience in this type of work and has provided satisfactory consultation
services to the City on similar projects in the past;
Attached is a proposal by Unmack Everett Environmental for an amount of $4,145.
The scope of work includes completing the secondary hazardous materials survey,

and providing written scope of work and bid form, and contractor oversight and
inspection of any remediation and abatement needed. All the work will be performed
by personnel certified in hazardous materials assessment and abatement.
The City has awarded contracts to Unmack Everett Environmental for services in the
past. At this time, Staff is recommending the City Council approve a contract with
Unmack Everett Environmental for an amount not to exceed $5,000. The City
Council’s approval is requested because this contract award would exceed a
cumulative award of $10,000. The additional amount over the proposal amount will
provide for additional services, if necessary, in case unforeseen matters arise that
are not within the scope of the proposal. The work on this project is expected to be
completed in about 3 months after the notice to proceed is issued.
FISCAL ANALYSIS:
$5,000 is budgeted in the adopted Capital Improvement Project, P-845, City-wide
Facilities Asbestos Abatement.
Cost of any remediation and abatement determined to be needed as a result of the
secondary testing will be estimated by the contractor if necessary. Should
remediation/abatement services be necessary, staff will return to the City Council for
the award of the contract and propose the source of funding at that time.

MOTION:
That the City Council:
1. Approve a professional services agreement with Unmack Everett
Environmental, to provide design and inspection services for the
environmental analysis and other related services for the Lindberg Hut
facility located at Lindberg Park; and,
2. Authorize the City Attorney to review/prepare the necessary documents and
authorize the City Manager to execute such documents on behalf of the City.
