RECOMMENDATION:
Staff recommends that the Parks, Recreation and Community Services (PRCS)
Commission assign topics and select meeting dates for one or more presentations
on human relations issues, including requesting alternate meeting dates and
venues, where appropriate.
BACKGROUND:
After hearing a report from the Human Relations Subcommitteeat the November 4,
2010 meeting, the members of the PRCS Commission reached consensuson the
importance of taking a proactive stance in imparting information and education to the
public on human relations related issues. Subsequently, the Commission held two
very successful presentations on topicsof major relevance to the community.At the
February 1, 2011 PRCS Commission meeting, a presentation on bullying entitled
“Words Matter” was given by Dr. Earl Ofari Hutchinson and Dr. Sikivu Hutchinson.
On June 7, 2011the Commission hosted, “ELDER ABUSE: How It Affects You, Your
Family and Your Neighbors,” by Ernie Powell, Senior Manager of Advocacy / AARP
California at the Culver City Senior Center.
Being fully cognizant of current budgetary constraints, the Commission designed the
human relations presentation series as one that has minimal fiscal impact on the
City. In general, the procedure for hosting the presentations has been as follows:
• Presentations are agendized at regular PRCS Commission meetings.
Special meetingsare not called solely for the purpose of hosting
presentations; however, regular meeting dates may be adjusted to
accommodate presentations if the Commission so desires.

• Commissioners identify, contact and make arrangements with the presenter.
• Commissioners create a flyer for the presentation and email it to PRCS
Department staff.
• PRCS staff uses the flyer intwo to three email blasts to publicize the
presentation.
• PRCS staff makes copies of the flyer and postsitat various Culver City parks
and facilities.
• The Senior and Social Services Manager uses his professional contacts to
routethe flyers to other Human Services providers.
DISCUSSION:
This Agenda Item has been prepared to give the PRCS Commission the opportunity
to assign topics and select meeting dates for one or more presentations on human
relations issues, including requesting alternate meeting dates and venues, where
appropriate.
Dates& Venues
The dates of future regular Commission meetings are listed below. In addition, a
2012 calendar is provided as an Attachment. At the present time, all future
Commission meetings are scheduled to be held on the first Tuesday of the month in
the Mike Balkman Council Chambers. However, the “Elder Abuse” presentation was
held at the Culver City Senior Center to great success. Due to the location and
relevant topic, it would be safe to say attendance was improved over holding this
particular event at the Council Chambers. The Commission may wish to hold future
presentations at the Senior Center or some other relevant venue, as long as there is
noadditional cost to the City. The calendar of events for alternate sites will be
reviewed by staff for scheduling conflicts before any plans for relocating Commission
meetings are finalized.

Topics
With regard to potential human relations related presentation topics, there are many
areas that the Commission could elucidate. For example, the articles that are
provided to the PRCS Commission by the Senior and Social Services Manager each
month always contain information on several issues that could be the focus of future
presentations, including those that discourage discrimination and promote the full
acceptance of all citizens in all aspects of community life without regard to race,
religion, sex, color, national origin and/or sexual orientation.
FISCAL ANALYSIS:
There is no fiscal impact associated with the discussion of this Agenda Item. If
future human relations related presentations are conducted in a manner similar to
the earlier presentations in this series,it is anticipated that costs to the City
associatedwith the presentations will be nominal and thus will be absorbed by the
current PRCS Department budget.Staffing and budgetary restraints prevent PRCS
Department staff from allocating additional resources towards these workshops.
