RECOMMENDATION:
Staff recommends the City Council approve an amendment to the existing
agreement with Utility Systems Science and Software (US3) to provide for a one
year extension of maintenance services for the Sewer Emergency Notification
System (ENS) at a cost not-to-exceed $75,625.
BACKGROUND:
On January 8, 2007, the City Council approved an amendment to the agreement
with Utility Systems Science and Software (US3),in the amount of $232,767 for
maintenance of the sewer Emergency Notification System (ENS). This agreement
with US3 expires this month. In order to complete the work under the amendment
approved by the City Council and to continue maintenance of the system, a one-year
extension to the US3 agreement is requested. Additionally, the extension would be
beneficial in order to give staff time to prepare a Request for Proposals for the
maintenance of the sewer Emergency Notification System and Sewer Flow
Monitoring System following the end of this proposed contract extension.
DISCUSSION:
The work by US3 has two major components: 1) The Emergency Notification
System (ENS), and 2) the Sewer Flow Monitoring System (SFMS). The ENS is
designed to strengthen the City’s ability to prevent sewer spills, and the work on the
SFMS is designed to maintain compliance with the Amalgamated Agreement with
the City of Los Angeles for the conveyance of Culver City’s sewerage to the
Hyperion Wastewater Treatment Plant. This agreement requires that Culver City

report to the City of Los Angeles the amount of its sewage flow in monthly, quarterly,
and yearly increments.
The original agreement with US3 was approved in March 2003, when the City
Council awarded a 5 year professional services agreement to install the ENS/SFMS
in the amount of $576,350. The work under the original agreement was successfully
implemented. On August 28, 2003, a change order was approved in the amount of
$44,083 increasing the contract amount from $576,350 to $620,433. This work was
also successfully completed. Subsequently, an amendment was approved on
January 8, 2007 in the amount of in the amount of $232,767. The work under the
existing amendment is still on-going and will require two or three more months to
complete.
The work currently underway is necessary in order to satisfy all the reporting
requirements as per the Amalgamated Agreement with the City of Los Angeles.
Also the work includes the maintenance of the ENS system to safeguard the City
from future sewage spills. The one year extension will provide the necessary
periodic inspections and maintenance of all components of the ENS and SFMS
necessary for its proper function.
FISCAL ANALYSIS:
The one-year contract will be funded by the Sewer Operations Maintenance budget
line item 20466100.619800. There is sufficient funding in the fiscal 2007-08 budget
to fund this request.

That the Council:
1. Approve an amendment for a one-year extension to the existing agreement with
Utility Systems Science and Software in an amount not-to-exceed $75,625 for
maintenance of the Sewer Emergency Notification System and Sewer Flow
Monitoring System;
2. Authorize the City Attorney to review/prepare the necessary documents and
authorize the City Manager to execute such documents on behalf of the City.
