RECOMMENDATION
Staff recommends the City Council approve the final plans and specification and authorize the publication of a notice inviting bids for, Annual Street Pavement and Concrete Rehabilitation Project - FY 26-27 (PS-005).
BACKGROUND / DISCUSSION
Per the pavement management system recommendation and visual observation, City staff have selected streets to be resurfaced in FY 26-27. The scope of work generally consists of replacing two inches of deteriorated asphalt concrete with rubberized asphalt concrete. In areas of extensive pavement failure, the asphalt section will be removed and replaced with full depth asphalt pavement. The following residential streets are scheduled for resurfacing in FY26-27:
• Playa Ct from South End to Playa St
• Corryne Pl from South End to Slauson Ave
• Jordan Way from Jefferson Blvd to Virginia Ave
• Cattaraugus Ave from Washington Blvd to City Limits
• Hutchinson Ave from Washington Blvd to City Limits
• Lindblade St from Ince Blvd to Higuera St
• Vinton Ave from Braddock Ave to Culver Blvd
• Albright Ave from Washington Blvd to Washington Pl
• Galvin St from Northgate St to End
• Ver Halen Ct from West End to Ivy Wy
• Berryman Ave from Washington Blvd to Washington Pl
• Coolidge Ave from Washington Blvd to Washington Pl
• Coombs Ave from South End to Farragut Dr
• Globe Abe from South End to Venice Blvd
• Keystone Ave from Farragut Dr to Braddock Dr
• Westwood Blvd from Washington Blvd to Venice Blvd
• Hargis St from Washington Blvd to City Limits
• Braddock Dr from Sepulveda Blvd (at PCC Limit) to Harter Ave
• Farragut Dr from Mentone Ave to Jasmine Ave
• Vicstone Ct from City Limits to Lenawee Ave
• Lenawee Ave from Stoneview Dr to City Limits
• Perham Dr from Wrightcrest Dr to Ivy Wy
In addition, the following alley reconstruction (PZ295) will be listed in the bid schedule as additive bids to be paved:
• Alley north of Elenda Street, between Farragut Drive and Franklin Street.
• Alley north of Elenda Street, between Garfield Avenue and Braddock Drive.
• Alley north of Washington Boulevard, between Dauphine Avenue and Comey Avenue.
In January 2026, the City Council approved specifications and gave authorization to bid the Veterans Memorial Park Parking Lot Resurfacing Project, PA-008. Staff will be including the parking lot resurfacing project in the Annual Street Pavement bid package to maximize the economy of scale and coordinate with the PRCS Department event calendar and activities.
City Engineering staff prepared specifications, exhibits and bid documents. Staff recommends the City Council approve the plans and specifications and authorize the advertisement of construction bids for the Annual Street Pavement & Concrete Rehabilitation Project - FY 26-27 (PS-005). Construction is scheduled to start November 2026 and be substantially completed by March 2027, weather permitting.

The Adopted Budget for Fiscal Year 2026-2027 includes $4,656,000 in new allocation and approximately $3,754,000 in carry-over funds available for PS005 (Annual Street Pavement & Concrete Rehabilitation Project - FY 26-27). An additional $250,000 is available for Alley Reconstruction Project PZ295. Approximately $3,000,000 is set aside for the paving of the several arterial streets as part of the Safer Fox Hills Project.
Based on estimated project costs, there is sufficient funding in this project to cover the planned work. Staff will provide the full budget fiscal impact once bids are received and the contract is brought to City Council for consideration of award.
