RECOMMENDATION:
Staff recommends the City Council and Redevelopment Agency Board (Agency
Board) approve a State Transportation Improvement Program Letter of Agreement
with Los Angeles County Metropolitan Transportation Authority (LACMTA) on the
2007 LACMTA Call for Projects to fund the Pedestrian Improvements for
Intersections with Bus Stops Project (Project).
BACKGROUND:
In 2007, the Westside Cities (Cities of Culver City, Beverly Hills, Santa Monica, and
West Hollywood) submitted a joint grant application through the 2007 LACMTA Call
for Projects and were successfully awarded a grant to construct pedestrian
improvements at intersections with bus stops. Since the grant award, the other
Westside Cities dropped out of the grant project to focus on other priority projects.
City staff worked with LACMTA to retain the Culver City portion of the grant by
down-scoping the project from a multi-agency project to Culver City-only project and
changing the grant project sponsor to Culver City. City of Culver City, California

DISCUSSION:
The Project will design and construct pedestrian safety improvements at eight
intersections along major arterials with high transit and pedestrian activities within
the City. The improvements include traffic signal equipment (i.e., push buttons and
pedestrian countdown signals), wide and custom delineated crosswalk markings,
crosswalk pavement treatments, pavement markings, truncated domes at curb
ramps, and ADA curb ramps. The following eight intersections are to be improved
under the Project:
1. Washington Bl./Landmark St.
2. Washington Bl./Robertson Bl.
3. Washington Bl./Overland Ave.
4. Washington Bl./Sepulveda Bl.
5. Washington Bl./Inglewood Bl.
6. Washington Bl./Centinela Ave.
7. Washington Bl./ Washington Pl. (Wade/Zanja/Rosabell)
8. Sepulveda Bl./Sawtelle Bl.
The Project is anticipated to start in Fiscal Year 2011/2012 and be complete in
Fiscal Year 2013/2014.
A Letter of Agreement (LOA) is required of every project programmed through the
LACMTA Call for Projects and State Transportation Improvement Program. The
LOA is a binding agreement between LACMTA and the City that spells out the
programmed grant funds, lapsing dates, and the scope of work for the Project. Once
the LOA is executed, the City is committed to the required local matching fund and
will need to obligate and expend the grant fund within the proposed project scope by
the grant funds’ lapsing dates (Design Funds 6/30/13 and Construction Funds
6/30/14). Execution of the LOA by December 31, 2010 is required by LACMTA.
FISCAL ANALYSIS:
The total cost of the Project is $1,066,155. The grant amount awarded is $693,000
over two fiscal years, and the local match required is $373,155 which will be funded
primarily from Redevelopment Agency tax exempt bond funds. Details of the local

MOTION:
That the City Council and Agency Board:
1) Approve the State Transportation Improvement Program Letter of Agreement
with LACMTA on the 2007 LACMTA Call for Projects grant funding for the
Pedestrian Improvements for Intersections with Bus Stops Project; and,
2) Authorize the City Attorney and Agency General Counsel to review/prepare the
necessary documents; and,
3) Authorize the City Manager/Executive Director to execute such documents on
behalf of the City and Agency.
