RECOMMENDATION:
That the City Council either recommend Marta Zaragoza or adopt a Resolution
(Attachment 1), submitting a list of three names to be considered for appointment by
the Governor’s Office to a seat on the Baldwin Hills Conservancy (BHC) Board of
Directors.
BACKGROUND/DISCUSSION:
BHC members are charged with upholding the mission, goals, and objectives
established by State statute for the Board, attend regularly scheduled Board
meetings and any additional ad-hoc meetings, and represent the diversity of the
surrounding community.
Currently, Marta Zaragoza is the City Council’s nominated and appointed Governor’s
representative. Recently, Governor Schwarzenegger’s staff contacted the CAO’s
Office to inform staff that Ms. Zaragoza’s term was set to expire on August 22, 2005.
The City Council is presented with a choice to either recommend Ms. Zaragoza for
an additional two-year appointment or present a list of three nominees for the
Governor’s consideration and appointment. According to BHC staff, Ms. Zaragoza’s
term will continue on an “at-will” basis, until she is reappointed or a new appointment
is made by the Governor’s Office.

City Council Agenda Item Report
At the August 22, 2005 City Council meeting, the City Council directed staff to place
advertisements seeking applicants for a voting member position on BHC Board of
Directors. The term of the position will expire in September 2007.
The City Clerk’s Office received five (5) eligible applications (Attachment 2) for
membership and confirmed that all applicants are registered voters in the City of
Culver City. The following applicants are listed alphabetically:

2. G. Allan Kingston
3. Mim Shapiro
4. Mary Ann Webster
5. Marta V. Zaragoza (Current BHC Board Member)
If the Council chooses to submit a list of three nominees for the Governor’s
consideration and appointment, the Council should list the nominees in priority order.
The reappointment of Ms. Zaragoza will not require a list of three nominees to be
sent to the Governor’s Office.
FISCAL ANALYSIS:
Nominating Marta Zaragoza or three individuals for submittal to the Governor’s
Office will have no fiscal impact on the City.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CULVER CITY, CALIFORNIA, NOMINATING THREE
INDIVIDUALS TO THE OFFICE OF THE GOVERNOR FOR
APPOINTMENT TO THE BALDWIN HILLS CONSERVANCY
BOARD OF DIRECTORS
WHEREAS the Baldwin Hills Conservancy was formed to develop the last
remaining open space near downtown Los Angeles for public recreation and open space
preservation and
WHEREAS, the function of the Baldwin Hills Conservancy is to provide
public recreation and wildlife habitat through the acquisition and management of land
within its boundaries, and
WHEREAS, the Board of Directors for the Baldwin Hills Conservancy
consists of 13 voting members of the public, six of which are appointed by the
Governors Office and are residents of Los Angeles County and represent the diversity
of the community surrounding the Baldwin Hills area, and
WHEREAS according to Section 32556 of the California Public Resources
Code, the City Council of the City of Culver City is required to nominate three residents
of Culver City to be considered for appointment by the Governors Office to a seat on the
Baldwin Hills Conservancy Board of Directors

It would be my goal to resurrect the commitment of the City of Culver City to the mission of the
Conservancy, and to help build community support there and in other neighboring communities for
continued funding and participation in the ultimate development of this natural urban recreational

My long standing experience in real estate finance, acquisition, development with public, pnvate and
nonprofit entities and my service on coalitions and committees tasked with building consensus for ballot
measures and legislative initiatives to provide funding for affordable housmg services for homeless
veterans and other community issues will assist the Conservancy accomplish its primary task of securing
and developing the property within the Conservancy boundaries for the long term benefit of residents
