RECOMMENDATION

 

Staff recommends the City Council (1) consider the recommendation of the Equity and Human Relations Advisory Committee (EHRAC) to hold a City organized Juneteenth 2022 Event; (2) designate the Juneteenth 2022 event as a City event; (3) authorize the City Manager to administratively approve applicable City permits and agreements needed to conduct the event; and (4) provide direction to the City Manager as deemed appropriate.

 

 

BACKGROUND/DISCUSSION

 

Juneteenth is a holiday celebrated on June 19th each year to commemorate the emancipation of enslaved people in the United States.

 

On Monday, April 25, 2022, the City Council achieved consensus to agendize a discussion of fee waivers for the Juneteenth 2022 event.  The EHRAC, through an ad hoc subcommittee and with input from the Mayor, is coordinating a Juneteenth program to take place at the Culver Steps in Downtown Culver City on June 19, 2022 from 2:00 P.M - 6:00 P.M .  The event program elements will potentially include:

 

                     African Drummers

                     Storytellers

                     Singer/Song Leader

                     Boxed or bagged food, free to the public

                     Non-alcoholic drinks

                     African Dancers

 

The key goals of the Juneteenth event will be to commemorate the emancipation of enslaved people and to educate the community during this celebration.  Thus far, various sponsors have pledged donations, which information can be provided once officially confirmed.

 

The Juneteenth event is a free family-friendly event.  There will be musical performances and speakers using amplified sound.  The event will include speakers and entertainment, in addition to the set-up of tables for sponsoring organizations to provide information. 

 

This Event will require staff resources to compile information related to budgetary costs, day-off staff resources, as well as applicable permits and agreements that may be necessary to conduct the event.

 

If the City Council authorizes Juneteenth 2022 as a City event, fee waivers and City sponsorship is not applicable.  However, additional City funding may be needed in the event the costs of the Event exceed the pledged donations.  In that case, there are sufficient funds in the City Manager’s unappropriated reserves to cover those additional costs.  It is anticipated such costs will fall within the City Manager’s approval authority.

 

 

FISCAL ANALYSIS

 

As of the publication of this report, City staff is still gathering information on the full costs of the Event, which can be provided during the May 23rd City Council meeting.

That the City Council:

 

1.                     Consider the EHRAC’S recommendation to the City Council to hold a City organized Juneteenth 2022 Event in Culver City;

 

2.                     If desired, designate the Juneteenth 2022 event as a City event;

 

3.                     Authorize the City Manager to approve applicable permits and agreements to conduct the event; and

 

4.                     Provide direction to the City Manager as deemed appropriate
