RECOMMENDATION
Staff recommends the City Council (1) reject all bids received for the 2022 Pavement Rehabilitation project, PS-005 (Project); and (2) authorize the publication of a new Notice Inviting Bids to rebid the Project.
BACKGROUND
The Project proposes to re-surface various streets citywide, per the recommendation of the pavement management system recommendation and visual observation by City staff. The scope of work generally consists of replacing two inches of deteriorated asphalt concrete with new rubberized asphalt concrete. In areas of extensive pavement failure, the asphalt section will be removed and replaced with full depth asphalt pavement. As part of this repaving project new bicycle lanes will be installed in both directions along Centinela Boulevard from Mesmer Avenue to Bristol Parkway, and along Sawtelle Boulevard from Ballona Creek to Sepulveda Boulevard, as identified in the Bicycle Master Plan. Additionally, the project includes paving a concrete alley between Sepulveda Boulevard and Tuller Avenue.
DISCUSSION
On April 11, 2022, the City Council approved the final plans and specifications and authorized the publication of a Notice Inviting Bids for the 2022 Pavement Rehabilitation Project, PS-005.
The Notice Inviting Bids was published on the Culver City PlanetBids website on June 21, 2022. Bid opening date was July 14, 2022. One addendum was issued on July 8, 2022. Five contractors responded with the following bid amounts:
Toro Enterprises Inc., requested to withdraw their construction bid due to clerical error between the original bid documents and their estimating program. Toro has provided sufficient back-up documentation to show an additional $407,635.00 of costs should have been included in their original bid. Nevertheless, even without this additional cost, the bid amount by Toro, as well as the other bidders, greatly exceeds the engineer’s estimate.
Staff recommends the City Council to reject all bids and authorize the publication of new Noticing Inviting Bids. Staff plans to rebid the project at the end of the year.
FISCAL ANALYSIS
There is no fiscal impact to reject the bid proposals.
