City of Culver City, California City Council Agenda Item Report RECOMMENDATION Staff recommends the City Council adopt a Resolution establishing new salary schedules for Fire Safety employees retroactive to October 2, 2006, and rescinding Resolution No. 2006-R002. BACKGROUND On August 15, 2005, the City Council adopted Resolution 2005-R055 which approved and adopted a Memorandum of Understanding with the Culver City Firefighters’ Local 1927 AFL-CIO (the Firefighter MOU). The Firefighter MOU is effective from January 1, 2005 to December 31, 2008. Further, on October 10, 2005, the City Council adopted Resolution 2005-R067 which approved and adopted a Memorandum of Understanding with the Culver City Fire Management Group (the Fire Management MOU). The Fire Management MOU is effective from January 1, 2005 to December 31, 2008. Firefighter MOU Article Two of the Firefighter MOU governs the application of salary adjustments and follows the requirements of the Salary Ordinance for Police Officers and Fire Fighters of the City of Culver City as adopted by the electorate of Culver City in 1955 and as amended by the electorate in 1984. Said salary adjustments shall be effective the first pay period following the effective date in the City of Los Angeles or the County of Los Angeles including any retroactive adjustment of the base monthly salary.” Fire Management MOU Similar to the Firefighter MOU, Article Two of the Fire Management MOU governs the application of salary adjustments and follows the requirements of the Salary Ordinance for Police Officers and Fire Fighters of the City of Culver City as adopted by the electorate of Culver City in 1955 and as amended by the electorate in 1984. Said salary adjustments shall be effective the first pay period following the effective date in the City of Los Angeles or the County of Los Angeles including any retroactive adjustment of the base monthly salary.” DISCUSSION The County of Los Angeles received a 4% salary increase effective October 1, 2006 which results in a 2% salary increase for employees subject to the Firefighter MOU and the Fire Management MOU. In accordance with the MOU language stated above, the effective date of this 2% adjustment for Culver City Fire Safety employees shall October 2, 2006. FISCAL ANALYSIS The annual fiscal impact of this increase, including all associated benefits, is approximately $200,000. The Fiscal Year 2006/2007 Adopted Budget contains sufficient appropriations for this expenditure. The City Controller has reviewed this Fiscal Analysis. ATTACHMENTS 1. The Classification and Salary Plan attached and labeled as Exhibit "A" is hereby adopted effective October 23, 2006, establishing the salary range for Fire Safety Employees. 3. The City Treasurer is hereby directed to adjust and pay salaries of the City employees in accordance with the Classification and Salary Plan adopted and approved by this Resolution, effective October 23, 2006.
