RECOMMENDATION
Staff recommends the City Council (1) approve the final plans and specifications for the Modified MOVE Culver City - Downtown Corridor Pilot Project (Project) Eastern Segment and authorize the publication of a Notice Inviting Bids; (2) authorize acceptance of grant funds from the Metro Measure M Active Transportation/First-Last Mile Multi-Year Subregional Program in the amount of $620,302; and (3) approve a related budget amendment to appropriate the grant funds to PS017 (Tactical Mobility Lane) (four-fifths vote required).
BACKGROUND
MOVE Culver City is a mobility project that envisions a city where everyone can move better - safely, comfortably, reliably, and with more joy. The Project focuses on the City’s busiest and most-used travel corridors. By making it easier and more reliable to ride transit, to bike, to walk, and to drive in these arterial corridors, the project makes the City more accessible. This goal aligns with the City’s draft General Plan 2045, Short Range Mobility Plan, City Council’s Strategic Plan, and the Transit-Oriented Development Visioning Report in developing an integrated multi-modal transportation system to provide transportation options and access to all residents and visitors and leveraging mass transit and other alternative modes to accommodate the growth of and maintain the long-term vitality of the Culver City community.
On May 18, 2020, the City Council directed the Transportation Department to transform the street and install dedicated bus lanes to improve mobility throughout the City. Subsequently, staff conducted preliminary planning work and returned to the Council on July 13, 2020, with a recommendation to implement mobility lanes on three major arterial corridors (Culver Blvd./Washington Blvd., Sepulveda Blvd., and Jefferson Blvd.) to bring positive and impactful changes to mobility throughout the City. The City Council directed staff to implement a bus and bike lane pilot using the quick-build model. Quick-build projects use low-cost, temporary materials that allow cities to test and implement changes to roadway design in advance of making more costly, permanent improvements.
On April 24, 2023, the City Council received a presentation from staff on the results of the Downtown Corridor pilot. Following the presentation, the Council directed staff to prepare and implement a modified design for the Project. This modified design creates shared bus and bike lanes throughout the project corridor and adds a second general-purpose lane where it is feasible and needed to enhance capacity for vehicular traffic. The Project’s boundary was also extended eastward by 0.6 miles along Washington Blvd. from La Cienega Ave. to Fairfax Ave. The Council also directed staff to design a protected bike lane on Adams Blvd. between Washington Blvd. and Fairfax Ave. to close the gap between existing bike lanes on Adams Blvd. in the City of Los Angeles and the Project.
During the design process, staff evaluated the roadway conditions on the project corridor and determined that certain segments of the corridor need resurfacing. As such, staff decided to split the design and construction of the Project into two segments:
1. Western Segment (Culver Blvd. between Duquesne Ave. and Canfield Ave. and Washington Blvd. between Culver Blvd. and La Cienega Blvd.) - this segment was implemented in Fall 2024 and reached substantial completion on November 8, 2024.
2. Eastern Segment (Washington Blvd. between La Cienega Blvd. and Fairfax Ave. and Adams Blvd. between Washington Blvd. and Fairfax Ave.) - this segment was delayed to accommodate planned resurfacing.
Conceptual designs for both segments were approved by the City Council on July 10, 2023.
CEQA Exemption
A resolution granting a CEQA exemption for both segments and certifying the requirement for a skilled and trained workforce was adopted on September 11, 2023.
In October 2023, a group called “Friends and Families for MOVE Culver City” filed a lawsuit alleging the City and City Council violated CEQA by finding the project exempt. The City delayed work on both segments of the Downtown Corridor until a decision was reached by the trial court. On August 13, 2024, the trial court issued a Statement of Decision finding in favor of the City on all causes of action. “Friends and Families for MOVE Culver City” appealed the ruling. On August 13, 2025, the Court of Appeal once again found in favor of the City. Thus, the CEQA exemption adopted by the City Council on September 11, 2023 applies to the Eastern Segment.
DISCUSSION
Since the completion of construction for the Western Segment, staff have been developing construction plan documents for the Eastern Segment based on the approved concept plans. Staff is recommending the City Council approve the final plans and specifications (Attachment 1) and authorize the publication of a Notice Inviting Bids for the construction of the Eastern Segment. Concurrently, staff will procure certain required construction materials in preparation for construction.
Construction of the Eastern Segment is anticipated to begin in January 2026.
FISCAL ANALYSIS
On June 10, 2024, the Westside Cities Council of Governments Board of Directors approved appropriating Metro Measure M First-Last Mile/Active Transportation funds for the MOVE Culver City Eastern Segment project in the amount of $620,302. On October 23, 2024, the Metro Board of Directors approved the appropriation of funds.
Staff is requesting the City Council authorize acceptance of the grant funds and approve a related budget amendment to appropriate the $620,302 in grant funds and allocate the funds to CIP PS017 (Tactical Mobility Lane) (requires a four-fifths vote).
