RECOMMENDATION:
Staff recommends the City Council approve the purchase of five vehicles (two Ford
E350 XLT 15 passenger vans, one Ford Expedition and two Dodge Charger black
and white police vehicles), and the Code-3 and police radio and accessories for
each vehicle, for the Police Department’s Juvenile Diversion Program. This is to be
funded by the asset forfeiture State 15% fund.
BACKGROUND:
Since 1991, the Culver City Police Department has sponsored a Juvenile Diversion
Program which targets at-risk youth from 13-17 years of age. This program provides
personal, caring contact between members of the Police Department and juveniles
from our community. Although classroom sessions are held at the police station, the
participating teens are taken on various off-site field trips which include a trip to the
California Youth Authority (CYA) as well as weekend field trips where the teens are
challenged with various activities.
The young men and women participate in approximately eighteen weeks of
supervised activities in a “boot camp” type environment which challenge them to
evaluate their current value system and behavior. The goal is to improve the teens’
personal growth, maturity and decision making abilities.

The State 15% asset seizure fund is very restricted and requires the use of these
funds to be spent on successful programs that are designed to combat delinquent
juvenile behavior.
The Juvenile Diversion Program has been very successful in curbing destructive
youth behavior such as gang involvement and drug usage and has been recognized
by several entities including the Office of the Attorney General of the State of
California and the Los Angeles County Juvenile Justice system. The program has
often resulted in a noted decrease in delinquent behavior, stimulation of the teen’s
desire to continue their educational efforts and improved relationships between the
teens and their family.
Since its inception, the Juvenile Diversion Program has graduated over 950 students
and their parents, has received a meritorious service award from the State Attorney
General’s Office, and is listed in the California Juvenile Justice System as a
recognized “boot camp” program for Los Angeles County. Our program also utilizes
volunteer community professionals in its efforts to combat drug usage and gang
involvement; such as: therapists, registered nurse, emergency room physician,
gang experts, narcotic experts, and even a Spanish translator for the bilingual
parents (for the parenting class). Additionally, over the years, city representatives
from all over the country have come to monitor our program and seek advice so they
can model their diversion program after ours.
Currently we have no vehicles assigned to the Juvenile Diversion/School Resource
Officer (SRO) programs and transportation issues have historically been difficult.
Over the years, opportunities to attend relevant off-site events have been passed
over due to transportation constraints.
DISCUSSION:
The purchase of these vehicles is to efficiently transport the teens and staff to these
distant off-site locations and to expand the program with more off-site activities.
The two 15 passenger vans and the Expedition will be used solely for the purpose of
the Juvenile Diversion Program activities including the transportation of Juvenile
Diversion students and staff to all program related events; including, but not limited
to, the distant off-site field trips such as the challenge weekends and the California
Youth Authority prisons.
Two Dodge Charger black and white vehicles will be used solely by the SRO
program. As juvenile diversion staff members, the SRO’s assist in the efforts of
combating criminal activity in and around the schools; including drug and gang City of Culver City, California

prevention. These vehicles will be distinctly marked and will not be part of the
regular police vehicle force.
All of these vehicles will be covered under warranty for the first three years, or
36,000 miles. The State 15% account currently has sufficient funds for the purchase
and regular maintenance of these vehicles.
FISCAL ANALYSIS:
The funding for these juvenile diversion vehicles can be obtained from the Asset
Forfeiture State 15% fund and will be a one-time expense. The vehicles are
estimated at:
1) 2 – Ford E350 XLT 15 passenger vans 2@ $28,215.45
2) 1 – Ford Expedition 4x2 Extended Length $31,222.64
3) 2 – Dodge Charger black and white police vehicles 2@ $24,158.24
Sub-Total: $135,970.02
TOTAL FOR VEHICLES (including tax): $147,187.55
These vehicles will be obtained utilizing current cooperative purchasing contracts
that were competitively bid by other government agencies.
The Code-3 equipment for each B&W police vehicle from Adamson Industries:

Total: $9,655.62
Police radio and accessories for each B&W police vehicle from Motorola utilizing
cooperative purchasing contracts: 2@ $5,000.00
Total: $10,000.00
Sub-Total: $19,655.62
GRAND TOTAL: $166,843.17
The normal operating costs will be absorbed by the current Police Department line
item budget.

MOTION:
That the City Council:
1. Approve the purchase of five vehicles (two Ford E350 XLT 15 passenger
vans, one Ford Expedition and two Dodge Charger black and white police
vehicles), and the Code-3 and police radio and accessories for each vehicle,
for the Police Department’s Juvenile Diversion Program; and
2. Authorize the Purchasing Officer to execute a Purchase Order for the
acquisition of such vehicles and equipment.
