RECOMMENDATION
Staff recommends the Parks, Recreation and Community Services (PRCS) Commission (1) receive and file a presentation on the PRCS Department’s charges and fees; and (2) provide feedback.
BACKGROUND / DISCUSSION
On January 13, 2025, the City Council reviewed the City’s Draft User Fee Study that was spearheaded by the City’s Finance Department. The study was designed to serve as the basis for the City’s proposed fee schedule update. Due to the nature of PRCS programs and services and the need for the City to adopt an updated fee schedule, it was determined that PRCS would undertake a separate, robust process to review all its programs and develop policy recommendations for cost recovery and cost subsidy for all the various PRCS program offerings while the City proceeded with implementing fee updates for all the other City departments.
At that same meeting, the City Council held a public hearing and adopted the Comprehensive Fee Schedule for Fiscal Year 2024-2025 including the previously established PRCS fees. Over the last several months, PRCS staff has been carefully reviewing its programs and fees and analyzing the various policy considerations. As part of the policy review, Adam Ferguson, PRCS Senior Management Analyst, has held multiple meetings with both staff and the PRCS Commission’s Recreation Programming and Rentals Fee Study Ad Hoc Subcommittee, which includes Chair Crystal Alexander and Commissioner Palvi Mohammed. On April 9, 2025, Adam Ferguson met and received feedback from the Finance Advisory Committee.
Adam Ferguson will give a presentation on the Department’s analysis and proposed methodology to balance policy goals with cost considerations. The methodology focuses on shifting from a Service Area analysis to a Service Category Analysis. Attachment 1 provides a list of service categories for programming along with definitions and PRCS program examples.
