Department Approval: Dan Hernandez (12/27/11) City Attorney Approval: N/A Chief Financial Officer Approval: N/A City Manager Approval: N/A RECOMMENDATION: Staff recommends that the Parks, Recreation and Community Services (PRCS) Commission (1) hear a report from the PRCS Commission’s Community Conversations #3 Ad Hoc Subcommittee; and, (2) schedule a human relations related presentation at an upcoming PRCS Commission meeting. BACKGROUND: Earlier this year the Human Relations Subcommittee developed, and the PRCS Commission hosted, two very successful presentations on human relations topics of major relevance to the community. Being fully cognizant of current budgetary constraints, the Commission designed the human relations presentation series as one that has minimal fiscal impact on the City. In general, the procedure for hosting the presentations has been as follows: • Presentations are agendized at regular PRCS Commission meetings. Special meetings are not called solely for the purpose of hosting presentations; however, regular meeting dates may be adjusted to accommodate presentations if the Commission so desires. • Commissioners identify, contact and make arrangements with the presenter. • Commissioners create a flyer for the presentation and email it to PRCS Department staff. • PRCS staff uses the flyer in two to three email blasts to publicize the presentation. City of Culver City, California Agenda Item Report • PRCS staff makes copies of the flyer and posts it at various Culver City parks and facilities. • The Senior and Social Services Manager routes the flyers to other Human Services providers. Community Conversations #3 Ad Hoc Subcommittee At the September 6, 2011 PRCS Commission meeting, the Human Relations Subcommittee was dissolved and the Community Conversations #3 (CC-3) Ad Hoc Subcommittee was formed to develop the Commission’s next human relations related presentation. Unanimous action was also taken to appoint are Chair Kim and Commissioner Greene to this Ad Hoc Subcommittee. On November 23, 2011 the CC-3 Ad Hoc Subcommittee members met with Parks, Recreation and Community Services Director Daniel Hernandez to discuss the scheduling and topic of the next Commission presentation. DISCUSSION: Topics In 2011, the Senior and Social Services Division of the Parks, Recreation and Community Services Department began hosting a series of “Community Conversations” on topics related to healthy aging. Because healthy aging and human relations topics sometimes overlap, for the Commission’s information, tables outlining past and upcoming “Community Conversations” hosted by the Senior and Social Services Division are presented below, along with a summary of past PRCS Commission presentations. To distinguish the Commission’s presentations from those of the Senior and Social Services Division, the Commission’s presentations will be referred to as “Community Forums” in this report and in future promotional materials. E.O. & S. Hutchinson Council Chambers June 7, 2011 Elder Abuse Ernie Powell, AARP Senior Center Date & Venues The dates of future regular Commission meetings are listed below. At the present time, all future Commission meetings are scheduled to be held on the first Tuesday of the month in the Mike Balkman Council Chambers. The June 7, 2011 “Elder Abuse” presentation held at the Culver City Senior Center had excellent attendance and participation. The Commission may wish to hold future presentations at the Senior Center or some other relevant venue, as long as there is no additional cost to the City. The calendar of events for alternate sites will be reviewed by staff for scheduling conflicts before any plans for relocating Commission meetings are finalized. The Commission my wish to also consult the “PRCS Department Calendar of Events” (included in the “FYI” section of the Commission packet) when considering the date and venue for the upcoming presentation. FISCAL ANALYSIS: There is no fiscal impact associated with the discussion of this Agenda Item. If future human relations related presentations are conducted in a manner similar to the previous presentations in this series, it is anticipated that costs to the City will be nominal and thus will be absorbed by the current PRCS Department budget. Staffing and budgetary restraints prevent PRCS Department staff from allocating additional resources towards the human relations presentation series. MOTIONS: That the Parks, Recreation and Community Services Commission: 1. Hear a report from the Parks, Recreation and Community Services Commission’s Community Conversations #3 Ad Hoc Subcommittee; and, 2.
