RECOMMENDATION

 

Staff recommends the City Council appoint seven members to the Culver City Arts District Advisory Board for calendar year 2016 as required by the Parking and Business Improvement Area Law of 1989 (Streets and Highways Code Sections 36500-36551.)

 

 

BACKGROUND/DISCUSSION

 

Pursuant to the Parking and Business Improvement Area Law of 1989, an Advisory Board must be appointed by the City Council in order to administer a Business Improvement District work plan.

 

Per the Culver City Arts District (CCAD) Work Plan, the Advisory Board should reflect the composition of the businesses in the CCAD based on business type and benefit in order to represent varying issues and objectives from all members.  For the first year, it is recommended that the Advisory Board be kept small to facilitate meetings, discussion, and consensus-building. 

 

Over the last year, several members of the CCAD have volunteered their time and expertise to progress the formation of a Business Improvement District.  Many of these individuals have attended regular CCAD meetings and served as the steering committee for the development of the CCAD Work Plan, which encompasses the goals of beautification, promotion, and advocacy for all businesses with the CCAD.  Given their dedication, familiarity with the work plan, and willingness to contribute their time over the next year to progress the CCAD, staff recommends that the following individuals be appointed to the Culver City Arts District Advisory Board for calendar year 2016.

Should the City Council determine it would like to consider appointment of individuals other than those recommended this evening, staff can conduct further outreach to solicit additional interest.  In future years, similar to the Downtown Business Improvement District process, the CCAD will likely propose its own Advisory Board members.

 

 

FISCAL ANALYSIS

 

There is no fiscal impact created by appointing members to the CCAD Advisory Board.
