RECOMMENDATION
Staff recommends the City Council adopt a resolution approving the salary schedule for City Manager, effective retroactively to July 28, 2025.
BACKGROUND/DISCUSSION
During the June 9, 2025, City Council meeting, the City Council adopted the Budget for Fiscal Year 2025-2026 for the City of Culver City, the Successor Agency to the Culver City Redevelopment Agency, the Culver City Housing Authority, and the Culver City Parking Authority. The City Council also adopted a resolution approving salary schedules reflecting the four percent (4%) cost-of-living adjustment (COLA) for Miscellaneous employees, including members of the Culver City Employees’ Association (CCEA), the Culver City Management Group (CCMG), and the Executive Group, effective July 1, 2025, per their respective Memoranda of Understanding (MOU’s).
The City Manager’s Executive Employment Agreement requires that the assigned salary be adjusted each year in August by an amount equal to the percentage increase in the Consumer Price Index (CPI) for Urban Wage Earners and Clerical Workers for the Los Angeles Metropolitan area for the immediately preceding 12 months or the negotiated Executive Management salary percentage increase, whichever is greater. This was agreed upon to ensure the City Manager’s salary remained competitive with other similar positions in the labor market.
The City Manager’s salary adjustment will increase to reflect the four percent (4%) salary increase in accordance with the Executive Compensation Plan, effective retroactive to July 28, 2025. The four percent (4%) increase is greater than the CPI adjustment on average from August 2024 - August 2025.
A resolution containing an updated Executive Management Salary Schedule, retroactively effective July 28, 2025, reflects the four percent (4%) salary increase for the City Manager in accordance with the City Manager Executive Employment Agreement is attached as Exhibit A to the proposed resolution (Attachment 1).
FISCAL ANALYSIS
All negotiated salary increases have already been included and approved in the Adopted Budget for Fiscal Year 2025-2026.
