RECOMMENDATION
Staff recommends that the PRCS Commission (1) consider forming a PRCS Commission “CCUSD Joint Use Agreement Ad Hoc Subcommittee;” and (2) if desired, appoint two PRCS Commission Members to the newly formed Ad Hoc Subcommittee.
BACKGROUND/ DISCUSSION
The City of Culver City and PRCS entered into a joint use agreement with the Board of Education of the CCUSD for use of properties, facilities, and assets on July 1, 2012, for a period of five years with an option to extend the agreement for another five years. It expired on June 30, 2022. The two parties entered into the agreement believing it would be advantageous to both the City and CCUSD to share properties, classrooms, facilities, and assets in order to provide recreational activities for residents and students. The joint use agreement defined the following:
1. Which facilities may be jointly used;
2. The coordination of programs among the facilities;
3. The sharing of costs and charges to be levied; and
4. The identification of the responsibilities of each entity in the administration of the Agreement.
Since its expiration, the City and CCUSD have been in discussions about a new joint use agreement and the topic has been brought up at Liaison Meetings between City Council and CCUSD. Forming the PRCS Commission “CCUSD Joint Use Agreement Ad Hoc Subcommittee” would allow the PRCS Commission to provide insight into the current draft of the possible joint use agreement and give recommendations to City Council on behalf of the Commission.
