City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends the City Council approve the final plans and specifications and authorize advertising for construction bids for the Washington Boulevard Streetlight Improvement Project, P-856. BACKGROUND: This year’s Capital Improvement Budget includes Washington Boulevard Streetlight Improvement Project between Glencoe Avenue and Beethoven Avenue, P-856. The project was approved by the City Council in January 2006 for use of Community Development Block Grant (CDBG) funds, as recommended by the City’s CDBG Advisory Committee. The existing streetlight system on Washington Boulevard between Glencoe Avenue and Beethoven Avenue is obsolete and requires replacement for several reasons: • It is on a series circuit and is over 30 years old; • It has lead wiring which tends to corrode; and • It runs on high voltage. The new system will address these issues. Fulwood (07/05/06) City Controller Approval: Marlee Chang (07/03/06) City of Culver City, California City Council Agenda Item Report • The old lead wiring is much more prone to causing outages than the proposed modern wiring; and, • Extreme care is required when maintaining the existing high voltage circuitry (the new system will run on low voltage). The proposed new streetlights will be charged a lower energy rate by Southern California Edison because it requires less power and no maintenance from the utility company (all maintenance will be performed by Public Works personnel). DISCUSSION: The scope of work along Washington Boulevard consists of the removal and replacement of the existing luminaries on the existing nineteen (19) streetlights and its associated circuitry on the north side of the street between Glencoe Avenue and Beethoven Avenue. Under the general civil engineering agreement, Paller-Roberts Engineering, Inc. prepared the construction plans and specifications for this project for $19,500. The plans and specifications have been reviewed by the Engineering Division’s engineers and are ready for final approval by the City Council. If City Council approves the request for authorization to proceed with advertising for construction bids, it is estimated that the request to award a construction contract will occur at a City Council meeting in September 2006. Afterwards, construction is slated to begin in October 2006 and expected to be completed by December 2006. The construction management and construction inspection will be performed by Engineering Division staff. FISCAL ANALYSIS: Sufficient funds were appropriated for this project in the Capital Improvement Budget for Fiscal Year 2005/06 and 2006/07 with Gas Tax funds (Business Unit 41800856) and CDBG-Capital funds (42800856).
