RECOMMENDATION

 

Staff recommends the City Council (1) approve an amendment to the Memorandum of Understanding between the City of Culver City and the Culver City Arts District (CCAD) to extend the term from 2024 to 2026; (2) allocate $70,0000 for lighting enhancements in the public right-of-way pursuant to the Fiscal Year  2024-2025 Capital Improvement Plan (CIP) Budget; and (3) approve a license agreement for installation and maintenance of decorative lighting.

 

 

BACKGROUND

 

On November 14, 2022, the City Council approved a Memorandum of Understanding with the CCAD to implement certain capital improvement projects as outlined in the 2023 CCAD Work Plan and Fiscal Year 2022-2023 CIP Project#PF037 (CCAD BID Improvement). The City Council allocated $100,000 for enhanced corridor/street maintenance, development of gateway design, and installation of a decorative lighting pilot project. To date, the CCAD has expended approximately $62,400 on focused corridor/street maintenance projects. The 2024 CCAD Work Plan continues these improvement projects (Attachment 1) with the remaining $37,600 balance to be focused on gateway design and decorative lighting work.

 

 

DISCUSSION

 

The Adopted Budget for Fiscal Year 2024-2025 includes CIP Project#PO018 (CCAD Allocation for Lighting) of $70,000 to progress decorative lighting enhancements in the Arts District.   Decorative lights are proposed to be wrapped on palm tree trunks along Washington Boulevard between Wesley Street and Helms Avenue as well as between Hargis Street and La Cienega Avenue to create lighted gateways on both ends of the District. Decorative lighting is also proposed to be hung across Washington Boulevard between Wesley Street and Sentney Avenue.  (Attachment 2). Staff anticipates that the decorative lighting will provide an attractive aesthetic which will invite potential businesses, visitors and residents to the district.

 

If the City Council wishes to approve this request, a license agreement and Street Use Permit will be required for the installation and maintenance of decorative lighting in the public right-of-way. Additionally, it is recommended that the City Council also extend the existing MOU, currently set to expire on December 31, 2024, to December 31, 2026, to allow time for the CCAD to complete this work.

 

 

FISCAL ANALYSIS

 

The proposed Lighting Program has been quoted at a cost of $87,886.  The Adopted Budget for Fiscal Year 2024-2025 includes $70,000 in CIP Project #PO018 (CCAD Allocation for Lighting) found in the Capital Improvement section of the budget book in Fund 420 (Capital Improvement and Acquisition). These funds are available to implement the lighting improvements.  Additionally, $10,000 of the  remaining Fiscal Year 2022-2023 CIP Project PF037 (CCAD BID Improvement) funds will be allocated to the lighting project. These funds are also shown in Capital Improvement section of the budget in Fund 420. The CCAD will cover the remaining $7,886, as well as any unexpected overages, of the installation cost.  Further, CCAD will fund the yearly maintenance and their share of the anticipated electrical use which accounts for approximately $12,000 annually.

MOTION:

 

That the City Council:

 

1.                     Approve an amendment to the Memorandum of Understanding with the Culver City Arts District to extend the term from December 31, 2024 to December 31,2026; and,

 

2.                     Allocate $70,0000 for lighting enhancements in the public right-of-way pursuant to the Fiscal Year 2024-2025 Capital Improvement Plan Budget; and,

 

3.                     Approve a  license agreement for installation and maintenance of decorative lighting with the CCAD; and,

 

4.                     Authorize the City Attorney to review/ prepare the necessary documents; and,

 

5.                     Authorize the City Manager to execute such documents on behalf of the City.
