RECOMMENDATION:
Staff recommends the City Council approve the final plans and specifications and
authorize publication of a notice inviting bids for the 2011 Residential Overlay
Project, Phase 2, P-863, P-903.
BACKGROUND/DISCUSSION:
Per the pavement management system and visual observation, several streets have
been selected to be re-paved with new asphalt. The scope of work consists of
replacing two inches of deteriorated asphalt concrete with new rubberized asphalt
concrete. Additionally, curb and gutter will be replaced where necessary. The
following streets are scheduled for resurfacing:
1. Herbert Street: Centinela Avenue to Grandview Boulevard
2. Herbert Way
3. Pickford Way: Kinston Avenue to Studio Drive
4. Slauson Avenue: Jefferson Boulevard to cul-de-sac
5. Blackwelder Street
6. Flaxton Street: Overland Avenue to Kinston Avenue
7. Garfield Avenue: Overland Avenue to Elenda Street
8. Helms Avenue: Higuera Street to National Boulevard
Should the City Council take the recommended actions, the construction contract
award is expected to be presented to the City Council for consideration in
September 2011. The construction of the project is slated to commence in October
2011 and to be completed by November 2011.

Staff will solicit for construction and geotechnical inspection services from the City
Council approved on-call general civil engineering and geotechnical engineering
firms lists.
