RECOMMENDATION:
Staff recommends the City Council establish and appoint two City Councilmembers
to the Ad Hoc Agenda Formatting Subcommittee.
BACKGROUND:
One of the City Manager’s ongoing objectives is to continue to enhance
communication between the City and community through the improvement of
meeting agendas. To this end, a Communications Committee was created in July
2004, comprised of representatives from each City Department. On August 2, 2004,
the City Council appointed two representatives (Rose and Gross) to an Ad Hoc
Agenda Formatting Subcommittee to work with the staff Communication Committee
to amend the Council, Agency and Commission Agendas.
On September 13, 2004, the City Council also directed staff to research and
evaluate other changes to Council and Agency meeting days, times, frequency and
length, and combining the meeting days for the Council and Agency. On December
13, 2004, the City Council authorized the use of the revised meeting agendas and
speaker cards for Council and Commissions. As a result of the completion of the
Subcommittee’s work, the Council concurred to eliminate the Subcommittee on April
25, 2005.

DISCUSSION:
It is recommended that a new City Council Ad Hoc Subcommittee be established to
meet with staff to provide further direction and input. The Committee will include
staff members representing City Departments who will review and discuss alternate
agenda formats in order to increase meeting effectiveness and standardize the
agenda format for all City meetings, including meetings of the City Council,
Redevelopment Agency and all City Commissions.
FISCAL ANALYSIS:
There is no fiscal impact related to the establishment of the Council Ad Hoc
Subcommittee and appointment of members.
