RECOMMENDATION
Staff recommends the Equity and Human Relations Advisory Committee: (1) receive and file a report from the Youth Advisory Committee Ad Hoc Subcommittee; (2) discuss and consider approval of the report’s recommendations; and (3) determine next steps as deemed appropriate.
BACKGROUND
At the September 17, 2024, Special Meeting, EHRAC achieved consensus to create a Youth Advisory Committee Ad Hoc Subcommittee and appoint Former Chair, Member Bano, Members Valverde, Mora Fattorini, and Renteria thereto.
The Youth Advisory Committee Ad Hoc Subcommittee will explore the idea of creating and/or recommending the creation of a Youth Advisory Committee for the City of Culver City.
At the October 22, 2024, Regular Meeting, EHRAC achieved consensus to hear a report from the Youth Advisory Committee Ad Hoc Subcommittee at the November 19, 2024, Special Meeting.
As reported by the Youth Advisory Committee Ad Hoc Subcommittee, a number of cities already have youth advisory councils. Some of these cities include the City of Los Angeles, the City of Long Beach, and Palos Verdes.
It is the belief of the Youth Advisory Committee Ad Hoc Subcommittee that a City of Culver City Youth Advisory Committee would benefit the City by:
• Addressing youth specific issues directly with youth;
• Increasing community engagement;
• Building partnerships and developing mentorships;
• Helping to develop future leaders; and
• Creating a more inclusive environment.
At the November 19, 2024, Special Meeting, EHRAC reached consensus to hear a report from the Youth Advisory Committee Ad Hoc Subcommittee at the January 28, 2025, Regular Meeting.
On January 28, 2025, the Youth Advisory Committee Ad Hoc Subcommittee report was deferred to a later date. Consensus was reached to hear the report at the April 22, 2025, Regular Meeting.
At the April 22, 2025, Regular Meeting, EHRAC reached consensus to push the item to the EHRAC Special Meeting on May 20, 2025.
At the May 20, 2025, Special Meeting, EHRAC reached consensus to receive and file the report from the Youth Advisory Committee Ad Hoc Subcommittee.
At the August 19, 2025, Special Meeting, Member Jones replaced Member Mora Fattorini on the Youth Advisory Committee Ad Hoc Subcommittee, as Member Mora- Fattorini successfully completed his term with EHRAC on June 30, 2025.
At the October 21, 2025, Special Meeting, EHRAC reached consensus to receive a report and update from the Youth Advisory Committee Ad Hoc Subcommittee at the January 27, 2026, Regular Meeting.
At the January 27, 2026, Regular Meeting, EHRAC reviewed the report from the Youth Advisory Committee Ad Hoc Subcommittee and reached consensus to receive a report and update from the Youth Advisory Board Ad Hoc Subcommittee at the February 24, 2026, Regular Meeting.
At the February 24, 2026, Special Meeting EHRAC reached consensus to (1) receive and file the report from the Youth Advisory Committee Ad Hoc Subcommittee (Attachment 1); (2) to authorize Member Valverde and Member Jones to present the approved script at a Culver City Council meeting requesting the consideration of an amendment to the EHRAC workplan to allow for the research of existing Youth Advisory committees, and to perform community outreach to gage the community interest.
At the April 13, 2026, City Council meeting, EHRAC Members Valverde and Jones presented a request to the City Council seeking approval to amend EHRAC’s workplan to include research and community outreach related to the potential formation of a Youth Advisory Committee. The City Council reached consensus to consider the request at a future meeting, with the date to be determined.
DISCUSSION
Review the Youth Advisory Committee Ad Hoc Subcommittee Report (Attachment 2), discuss its findings, recommendations, consider the responses to the associated questions below, and determine next steps.
• Type(s) of outreach proposed (e.g., events, surveys);
• Anticipated time required for planning, implementation, and hosting of outreach activities;
• Anticipated budgetary impact;
• Notification requirements and parental consent/waivers;
• Branding considerations; and
• Requested staff support and the expected role of staff.
FISCAL ANALYSIS
There are no fiscal impacts associated with this report.
