RECOMMENDATION

BACKGROUND

 

Following the ratification of the Proclamation of Local Emergency on Homelessness on January 9, 2023, the Housing and Human Services contracted with Paradise Inn, Rodeway Inn, Urban Alchemy, and Everytable to support Program operations. Staff is now seeking amendments to continue these services.

 

 

DISCUSSION

 

On August 28, 2023, as part of the City’s ongoing Continuum of Care to address homelessness, the City Council approved the Motel Master Leasing and Nutrition Program (Program) with Paradise Inn and Suites and Rodeway Inn. The Program provides a total of 46 interim housing units (27 units at Paradise Inn and Suites and 19 units at Rodeway Inn) for individuals experiencing homelessness as they transition to interim and permanent housing opportunities, such as Project Homekey Interim and Permanent Supportive Housing.

 

The Program offers low-barrier shelter and stabilization services in a private room setting, including private restrooms, housekeeping and linen services. The Program also provides onsite case management and oversight through Urban Alchemy as well as three daily meals through by Everytable. Each room can accommodate up to two individuals, which allows couples to remain together.

 

Progress Report on Motel Master Leasing and Nutrition Program

 

Since the City contracted with Urban Alchemy to oversee operations at Paradise Inn in December 2024 and Rodeway Inn in October 2025, the Programs have collectively served 64 guests and successfully transitioned 17 clients to other housing resources, including family reunification, long-term treatment facilities, skilled nursing facilities, Wellness Village, and Project Homekey Interim or Permanent Supportive Housing.

 

 

 

Urban Alchemy Supportive Services and Operations

 

Urban Alchemy serves as the Program’s lead supportive services provider and operator, providing onsite staffing, case management, participant engagement, crisis response, safety services, meal distribution, and light site maintenance at both Paradise Inn and Rodeway Inn.

 

At Paradise Inn, Urban Alchemy provides 24/7 onsite coverage across three daily shifts to ensure continuous resident support and site oversight. At Rodeway Inn, staffing is provided Tuesday through Saturday from 11:30AM to 8:00PM through a dedicated onsite team. Additional support at both locations includes care coordination, compliance and data management, operational oversight, and staff training.

 

Everytable Culver City Meal Service

 

Meal services are an essential component of the Program, helping to support participant health and housing stability while reducing barriers to accessing consistent nutrition. As part of the Program, Everytable will continue providing daily meal services for up to 48 participants, based on program occupancy levels. Services include three (3) nutritious meals and two (2) beverages seven days per week; a special Sunday meal; and accommodations for participants’ dietary restrictions and nutritional needs. Meals are coordinated and distributed onsite by Urban Alchemy staff to ensure participants have reliable daily access to food throughout their stay in the Program.

 

Motel Master Lease Program Phase-Out and Participant Transition Plan

 

As part of the City’s efforts to expand sustainable permanent housing solutions, the City will implement a staggered phase-out of the Motel Master Lease Program, with services winding down at Rodeway Inn by December 31, 2026, followed by Paradise Inn by June 30, 2027. This timeline reflects a six-month termination notice requirement under the Motel Master Lease occupancy agreements. In addition to formally notifying the motel operators of the termination with enough notice to provide sufficient time for properties to return to their prior commercial use, this timeline allows the City to aid participants in transitioning to alternative housing, and to complete program closeout activities.

 

All participants currently residing at both sites will be supported in transitioning to appropriate interim or permanent housing options. Urban Alchemy and the Culver City Mobile Crisis Team will assist throughout this process through case management, housing navigation, care coordination, and move-out planning to support successful placements. The wind down of the Program by December 31, 2026, at Rodeway Inn and Paradise Inn by June 30, 2027, will also result in the phase out of Urban Alchemy’s onsite services at each location on the same timeline.

 

 

 

 

FISCAL ANALYSIS

 

Following the City Council’s ratification of the Proclamation of Local Emergency on Homelessness, the Housing and Human Services Department (HHS) used informal procurement processes to rapidly implement Council-directed homelessness programs and engage qualified vendors for essential operations and supportive services. This authority supported the timely launch and continuation of key Continuum of Care initiatives, including the Motel Master Lease Program and related services.

 

The Fiscal Year 2026-2027 Adopted Budget includes $4.7 million in Account No. 10135100.619830 (Housing Administration - Other Contractual Services, Unhoused) for the Motel Master Leasing and Nutrition Program, covering estimated costs for motel leases, food and nutrition, care coordination, damages, and insurance. Sufficient funding is available to support the recommendations in this report.

 

The total cost for continuation of the Program components outlined in this report is $3,668,113, broken down as follows:

 

Paradise Inn and Suites

 

Staff recommends a 12-month contract amendment (July 1, 2026 - June 30, 2027) of the motel lease at Paradise Inn and Suites for 27 units at a daily rate of $115. The proposed amendment to the occupancy agreement includes a total not-to-exceed amount of $1,343,325, which covers the total daily room rate for the contract period ($1,133,325), as well as $200,000 in client damage costs and $10,000 in legal fees.

 

Rodeway Inn

 

Staff recommends a 6-month contract amendment (July 1, 2026 - December 31, 2026) of the motel lease at Rodeway Inn  for the occupancy of 19 rooms at a daily rate of $150. The proposed amendment to the occupancy agreement includes a total not-to-exceed amount of $730,125, which covers the total daily room rate for the contract period ($520,125), as well as $200,000 in client damage costs and $10,000 in legal fees.

 

Urban Alchemy

 

Staff recommends an amendment to the existing Urban Alchemy agreement for the provision of supportive services and care as a part of the Motel Master Leasing and Nutrition Program, with services continuing at Rodeway Inn from July 1, 2026, through December 31, 2026 ($1,119,709), and services continuing at Paradise Inn from July 1, 2026, through June 30, 2027 ($182,311), in total amount not-to-exceed $1,302,020.

 

Everytable

 

Staff recommends an amendment to the general services agreement with Everytable, with meal services continuing at Rodeway Inn from July 1, 2026, through December 31, 2026 ($76,219), and services continuing at Paradise Inn from July 1, 2026, through June 30, 2027 ($216,424), in a total amount not-to exceed $292,643.
