RECOMMENDATION:
Staff recommends the City Council reject the bids for the Jail Surveillance System
Upgrade Project, Edward Byrne Memorial Justice Assistance Grant (JAG) Formula
Program Funds under the American Recovery and Reinvestment Act of 2009
(ARRA) Project #1481 and authorize staff to re-solicit bids for the project.
BACKGROUND:
The Culver City Police Department has been allocated funding through the JAG
ARRA 2009 program for a comprehensive upgrade to its existing security video
surveillance cameras, monitoring, data recording and supporting systems. Existing
cameras and recording equipment within the Jail Facility are inadequate for current
and future needs.
Two (2) older, analog, fixed-focus, stationary cameras currently provide surveillance
coverage for the two primary Jail corridors. Both should be replaced. The Jail Facility
audio capture and recording system is only partially operational. Most existing audio
capture and recording facilities are minimally functional or non-operational.
All Jail video surveillance cameras and audio capture and recording systems are in
need of replacement. Additionally, the number of surveillance cameras within the Jail
Facility will need to increase in order to provide adequate coverage. Audio recording
capabilities at designated locations within the Jail Facility are an integral part of the
overall scope. The installed system will modernize and update the jail’s safety and
security and provide for greater management oversight of jail operations.

DISCUSSION:
On March 10, 2011, a Notice Inviting Bids was released by the City. The City Clerk
publicly opened the bids on April 7, 2011. Five (5) contractors responded with the
following bid amounts:

2. Metro Video Systems of El Segundo, CA $149,791.00
3. Quintron of Arcadia, CA $102,050.65
4. Sierra Group of Glendale, CA $107,640.00
5. West Corporation of Cayucos, CA $unknown (they only
provided a listing of their
hourly rates for a range of
services not necessarily
relevant to the RFP).
The Notice of Inviting Bids required that the contractor possess Professional Liability
Insurance. Upon re-evaluation of the project, staff determined that it was not
required and the standard general comprehensive liability insurance the City
requires of all contractors would suffice. As a result, this could possibly reduce the
overall cost of the project and there may have been additional contractors who may
have otherwise bid on the project had there not been the Professional Liability
Insurance requirement. Staff recommends rejecting the bids and re-soliciting bids
for the project without the requirement for Professional Liability Insurance.
FISCAL ANALYSIS:
The rejection of bids and re-release of the Notice of Inviting Bids does not create a
substantive fiscal impact on the City. After reviewing the new bids, staff will return to
the City Council with the fiscal impact of awarding a contract.
MOTION:
That the City Council:
1) Reject the bids for the Jail Surveillance System Upgrade Project (JAG ARRA
Project #1481); and,
2) Authorize staff to re-solicit bids for the project.
