RECOMMENDATION:
Staff recommends the City Council conduct a public hearing on the proposed use of
fiscal year 2006/2007 Supplemental Law Enforcement Services Fund (SLESF)
money available from the State of California, Citizens Option for Public Safety
(COPS) anticipated funding. By motion, direct staff to include these funds in the
City’s 2006/2007 fiscal year budget to continue funding a Property Technician
position (civilian) in the Property & Forensics Unit. By motion, authorize the use of
the remaining funds, approximately $30,000 plus accumulated interest, to establish
an overtime-funded officer task force to address “quality of life” influencing crimes.
PROCEDURE:

2. Call for a staff report and/or pose questions to staff.
3. Mayor opens public hearing, invites public comments.

BACKGROUND:
The 2006/2007 state budget provides funding for the “Supplemental Law
Enforcement Funding” program, which began during the 1996/1997 state budget
year. The City of Culver City has been receiving various annual amounts of COPS
funds at the end of the respective calendar years. This funding is a pass through
grant from the State of California with the money received from the County of Los
Angeles.
The Police Department is eligible once again to receive $100,000 in SLESF monies
for the exclusive purpose of funding “front line municipal police services.” The
proportionate shares are based on population estimates determined by the
California Department of Finance. Those cities with populations less than 50,000
receive the minimum appropriation amount of $100,000.
The funds are to be appropriated pursuant to written requests from the Chief of
Police. The funding process is subject to a public hearing to consider these
requests.
This is the eleventh (11
th
) year of funding for this grant. The grant requires that the
funds be spend on front-line police services. At this time, the intended project for
this grant is to continue the funding of one Property Technician position. The
Property Technician position has proven effective at reducing the work backlog in
the forensics unit and eliminated the need to fund officers on an overtime basis to
work in that section. This year, as in the last two, Chief Pedersen is requesting that
salary adjusted surplus above the costs of the Property Technician position be used
for the establishment of an overtime funded Task force to address quality of life
crimes.
Changing the planned expenditure for the funds is allowed and at the discretion of
the Police Chief. No funds will be expended until the funding is received and there is
not a required match. SLESF funds cannot be used to supplement an existing
budget and must be used for frontline police services.
The grant funded Property Technician will result in an additional police officer on the
street performing crime suppression activity. The grant funded overtime positions
(funds exceeding the Property Technician’s salary and benefit package) will result in
an additional .25 officers on the street for a combined beneficial effect of 1.25 field

FISCAL ANALYSIS:
The Police Department anticipates acceptance and receipt of $100,000 interest-
bearing grant monies to fund front line police services. Estimated with interest to be
$103,005. One Property Technician position will continue to be entirely funded by
the grant and the remaining monies used to fund the officer task force costs.
The estimated revenue receipt and appropriations are reflected in the Adopted
Fiscal Year 2006/2007 Budget.
It should be noted, this is a ONE-TIME Funding Program. If the State discontinues
this grant program, the City Council will need to consider either eliminating this
program or funding it from the City’s General Fund.

MOTION:
That the City Council:
1. Adopt a motion confirming the inclusion of these funds as reflected in the
Adopted Budget for Fiscal Year 2006/2007 for the purposes of funding a Property
Technician position in the Police Department; and,
2. Authorize, by motion, the use of the remaining grant funds (approximately
$30,000) to establish an overtime-funded officer task force to address “quality of
life: influencing” crimes.

-GRANT•INFORMATION
Government Code Sections 30061 et seq. provides for local law enforcement
funding for the Citizens Option for Public Safety (COPS) program. The City
received $100,000 last year for the program which funded one Property
Technician position and provided overtime funding for special quality of life
enforcement programs.
The City was advised in September that the funding would continue and the City
would receive $100,000.00 as a participant in the County's Supplemental Law
Enforcement Services Fund (SLESF). All SLESF monies must be expended to
supplement existing services and not to supplant any existing funding for law
enforcement services provided by the City. A public hearing is required to
discuss the proposed use of these funds and will be scheduled for the December
11, 2006, council meeting.
I request that the funds continue to be used to fund one Property Technician
position and provide overtime funding for special quality of life enforcement
programs. The assigning of a civilian Property Technician to the Forensic &
Evidence Section will have the effect of adding one additional officer to the street.
The overtime funding for special projects with be the equivalent of adding an
additional .3 Officers to the street to provide front line police services to the
