RECOMMENDATION:
Staff recommends the City Council:
1. Accept the work performed by Land Forms Landscape Construction Inc. for the
construction of Ballona Creek Bikeway and Landscape Improvement Project,
P-900, Federal Aid No. ESPL 5240 (021);
2. Authorize filing a Notice of Completion; and
3. Authorize the release of the retention funds in the amount of $65,514.51 after the
expiration of the 35-day lien period.
BACKGROUND:
On August 9, 2010, the City Council awarded a construction contract to Land Forms
Landscape Construction, Inc (Land Forms) for the construction of the Ballona Creek
Bikeway and Landscaping Improvement Project, P-900.
The scope of work included the following items:
• Removal and rehabilitation of the landscaping along the Julian Dixon Public
Library and adjacent flood control service road.
• Removal of the concrete embankment along the upslope side of the bike path
(between the bike path and the school properties) and construction of a new DG
pedestrian path, retaining wall and terraced landscaping utilizing drought tolerant City of Culver City, California

and native plants appropriate to the creek habitat and a low-volume water
conserving irrigation system.
• Installation of new fencing between the service roadway and Creek channel and
between the bike path and creek channel. Installation of a new artistic entry gate
at the service road/bike path entrance to the creek located off Overland Avenue
and adjacent to the library building.
• Construction of a new pedestrian pathway from Overland Avenue to the new
decorative gate.
• Repavement of the access road behind the Julian Dixon Public Library and the
bike path from Overland Avenue to the PedestrianBridge.
• Installation of new pedestrian lighting, emergency “call-boxes,” and security
cameras from Overland Avenue to the PedestrianBridge. The security cameras
will be monitored by the Culver CityUnifiedSchool District.
DISCUSSION:
Land Forms completed the work on March 18, 2011. The construction
management/inspection and geotechnical construction services were provided by
The Nickerson Company and Ninyo and Moore, respectively, through the City
Council approved on-call engineering contracts.
The City Council approved a $90,548 contingency contract amount.There were
seven (7) change orders in the total amount of $80,342.03, for quantity adjustments
and for extra work due to unforeseen field conditions encountered during
construction.

MOTIONS:
That the City Council:
1. Accept the work performed by Land Forms Landscape Construction, Inc. for
the construction of Ballona Creek Bikeway and Landscape Improvement
Project, P-900, Federal Aid No. 5240 (021); and,
2. Approve the final construction contract amount of $655,145.09; and,
3. Authorize the Public Works Director/City Engineer to execute the Notice of
Completion and submit it to the Los AngelesCounty Recorder’s Office; and
4. Authorize the City Manager to release $65,514.51 in retention to Land
Forms Landscape Construction, Inc. after the expiration of the 35-day lien
period.
