RECOMMENDATION
Staff recommends that the Parks, Recreation and Community Services (PRCS) Commission (1) draft a PRCS Commission Biannual Report to the City Council, including accomplishments during the period July through December 2025, and the PRCS Commission’s 2026 Scheduled Activities Plan; and (2) authorize transmittal of the report to the City Council.
BACKGROUND
City Council Policy 3002, City Commissions, Boards and Committees; Appointed Representatives to Outside Agencies and Boards (CBC Policy), Section VI (page 7), states (in part): “Periodically, but no less than biannually, each CBC shall submit to the City Council a written report on their respective activities.” In order to prepare for this requirement, the City Clerk’s Office has directed staff to place this item on the agendas of all CBCs for their upcoming June or July meeting.
The written report to the City Council must list the PRCS Commission’s accomplishments during the previous six-months and the 2026 Scheduled Activities Plan. Upon transmittal of the report, City Clerk’s Office staff will then compile all of the work plans, draft a City Council staff report, and place it on the agenda as a “Receive and File” report. The previous report (Attachment 1) was presented to the City Council on September 8, 2025, along with those of the other CBCs.
DISCUSSION
Accomplishments During the Period July through December 2025
From staff’s perspective, some of the PRCS Commission highlights during this period include:
• In response to City Council Policy #3406 formed a Naming and Renaming of Minor Facilities Ad Hoc Subcommittee to consider future applications and requests to name minor facilities.
• Provided feedback on the PRCS Department’s site locations, designs, and cost estimates for potential community gardens.
• Provided feedback regarding the structure and staffing for lap swimming at the Plunge.
• Received community feedback and made recommendation to the PRCS Department concerning the hours of the paddle tennis courts at Elenda St. and Culver Blvd.
• Recommended to City Council to approve a resolution that established Culver West Alexander Park as a National Demonstration Site that prioritizes inclusion, nature integration, and physical activity.
PRCS Commission 2026 Goals and Plans
From staff’s perspective, some recommended goals and plans the PRCS Commission can adopt for the calendar year 2026:
• Support community outreach efforts for park projects.
• Continue to work with PRCS staff to evaluate program fees and make recommendations to City Council.
• Continue to evaluate PRCS programming by receiving presentations from PRCS staff and making recommendations.
• Continue to advise PRCS staff on Plunge programming and staffing concerns.
