RECOMMENDATION
Staff recommends the Equity and Human Relations Advisory Committee: (1) receive and file a report from the Diversity Awareness Projects (DAP) Ad Hoc Subcommittee; (2) if so desired, discuss and consider approval of the report’s recommendations; and (3) determine next steps as deemed appropriate.
BACKGROUND
Discussions about the Diversity Awareness Projects (DAP) Ad Hoc Subcommittee “kiosk” or informational signposts project started in August 2021 and have been ongoing. At the July 25, 2023, Regular Meeting, Staff shared with EHRAC that the City’s Economic Development Department was considering purchasing Citywide Kiosks via a Request for Information (RFI) and would be hosting a demonstration for said products in August. It was suggested by staff that EHRAC redirect its efforts toward finalizing proposed content for Diversity Awareness Projects in consideration of the proposed City Kiosks as a delivery method for dispersing EHRAC material and information. Member Rona Tuttle asked if it would be possible to review the RFI for the Kiosks, and staff indicated that they would reach out to the Department and Procurement to determine if the request could be fulfilled.
On July 27, 2023, Member Rona-Tuttle submitted a PRA to receive a copy of the RFI. Staff subsequently received authority to release RFI information on August 9, 2023, via email, to all EHRAC members for review. Staff also forwarded the Gov Delivery message, including the proposed Kiosks public demonstration date, time, and location, to EHRAC Members on August 14, 2023, and August 22, 2023.
In a meeting with staff on September 5, 2023, former Chair and current Member Valverde requested staff agendize a report from the DAP Ad Hoc Subcommittee to report its findings from Kiosk demonstration at the September 26, 2023, EHRAC meeting and to determine the next steps for the DAP Ad Hoc Subcommittee in light of the information gathered at the demonstration.
At the September 26, 2023, Special Meeting, there was nothing to report on this item and it was deemed the item would return at the next regular meeting on January 23, 2024.
At the January 23, 2024, Regular Meeting, the DAP Ad Hoc Subcommittee reported the following as items it is currently working on:
• Creating a timeline for completion of the microsite content, possibly completed in April.
• Writing the narrative for each group. Obtaining media, photos, documents, etc. that will be included for each group.
• Exploring media release forms for the photos and art included for each group.
• Obtaining an update from staff about the City’s proposed electronic kiosks.
• Exploring the design elements of the microsite (Who will design it? Who will maintain it? Any associated costs?).
• In addition, exploring other websites that may help refine the vision and could conceivably be use as models.
At the February 27, 2024, Special Meeting, EHRAC achieved consensus to receive a report and update from the DAP Ad Hoc Subcommittee at the April 24, 2024, Regular Meeting.
At the April 24, 2024, Regular Meeting the DAP Ad Hoc Subcommittee presented the report and discussion ensued and EHRAC achieved consensus to receive a report and update from the DAP Ad Hoc Subcommittee at the June 25, 2024, Special Meeting.
At the June 25, 2024, Special Meeting, EHRAC achieved consensus to receive a report and update from the DAP Ad Hoc Subcommittee at the July 23, 2024, Regular Meeting.
At the July 23, 2024, Regular Meeting, the DAP Ad Hoc Subcommittee provided the updates on tasks as follows:
• Update on timeline for completion of the microsite content; Microsite discussion;
• Review of the content completed by the following DAP Ad Hoc Subcommittee Members:
o Kunisawa Farm - C. Valverde
o PEC Labor Camp - I. Nweke
o Sebastian’s Cotton Club - H. Moammar
o Tongva - R. Rona;
• Obtaining an update from staff about the city’s proposed electronic kiosks; and
• Exploring the potential filmmakers (possible film students) to assist in the production of short video narratives that explain the cultural significance of the above four highlighted features.
At the October 22, 2024, Regular Meeting, EHRAC achieved consensus to hear a report and receive an update from the DAP Ad Hoc Subcommittee at the November 19, 2024, Special Meeting.
At the November 19, 2024, Special Meeting, the DAP Ad Hoc Subcommittee presented the November 19, 2024, report. EHRAC reached consensus to hear a report from the DAP Ad Hoc Subcommittee at the January 28, 2025, Regular Meeting.
At the January 28, 2025, Regular Meeting, EHRAC discussed, reviewed the DAP Ad Hoc Subcommittee report including the proposed historical narratives for the following sites: (Attachment 2):
• Kunisawa Farm
• Frank Sebastian Cotton Club
Consensus was then reached to hear a report from the DAP Ad Hoc Subcommittee to review the remaining 2 sites (1) the PEC Labor Camp and (2) the Tongva and to determine next steps at the April 22, 2025, Regular Meeting.
At the April 22, 2025, Regular Meeting, ERHAC reached consensus to push the item to the May 20, 2025, Special Meeting. The Item was further pushed to the July 22, 2025, Regular Meeting and subsequently to the September 16, 2025, Special Meeting.
At the September 16, 2025, Special Meeting, EHRAC reached consensus to receive and file the report from the DAP Ad Hoc Subcommittee. (Attachment 3) Previously discussed presentations on the histories of the Pacific Electric Labor Camp and the Tongva were postponed until the DAP Ad Hoc Subcommittee was able to complete and submit desired presentations for EHRAC’s review and approval.
At the October 21, 2025, Special Meeting, EHRAC reached consensus to hear a report from the DAP Ad Hoc Subcommittee at the January 27, 2026, Regular Meeting.
DISCUSSION
Review the report from the DAP Ad Hoc Subcommittee (Attachment 4), discuss and determine next steps as deemed appropriate.
