RECOMMENDATION

 

Staff recommends that the Civil Service Commission approve the revised recruitment bulletin for Accounting Technician.

 

 

BACKGROUND/DISCUSSION

 

The Finance Department (Department) plays a vital role in the City’s financial operations, overseeing various functions ranging from cash handling to debt management, and from financial forecasting to budgetary controls. Key responsibilities of the Finance department include financial administration, budgeting and financial analysis, accounting and auditing of City resources, establishment of internal controls, cash and debt management, investments, purchasing, billing, issuing business licenses, accounts payable and payroll.

 

Recruitment Bulletin

 

The proposed intent for the Finance Specialist, formerly titled Accounting Technician, recruitment bulletin is to provide leadership over Senior Account Clerks while also handling more complex duties and escalated issues before they are elevated to higher levels within the Department. Although the position currently has leadership responsibilities for team members and processes, the updated language is reflective of the position's current duties. These revisions will help align the role with current responsibilities, create growth opportunities, enhance succession planning, improve staff retention, and establish an organizational structure that is more adaptable to change. Over time, this will facilitate the implementation of leadership layers that will better organize work and assignments across the division’s major functions.

 

If this action item is approved by the Civil Service Commission, it is noted that the anticipated title change to “Finance Specialist,” will be reflected in the next release of the City’s revised Salary Schedule, which is contingent upon City Council’s approval.

 

Bargaining Unit Representation

 

The classification is represented by the Culver City Employees Association (CCEA). The proposed recruitment bulletin has been shared with CCEA.

 

 

AUTHORITY:

 

The Commission’s authority to approve new or revised recruitment bulletins is outlined in the Civil Service Rules (CSR) 6.4:

 

6.4 Commission Approval: Where an examination is required, the Human Resources Director shall prepare a Job Bulletin and forward it to the Commission for approval. It shall not be necessary to obtain additional Commission approval of a Job Bulletin if there have been no changes in the minimum requirements, or examination components.
