RECOMMENDATION

 

Staff recommends the City Council approve an application for grant funds in the amount of $19,070.00 through the FY 2025 US Department of Justice, Edward Byrne Memorial Justice Assistant Grant (JAG) Program Local Solicitation to partially fund the purchase of a 3D laser scanner to document traffic collisions and forensic crime scenes.

 

 

BACKGROUND/DISCUSSION

 

The Edward Byrne Memorial JAG Program is the primary provider of criminal justice funding to State and Local jurisdictions.  JAG funds support all components of the criminal justice system.  The JAG list established by the Bureau of Justice Statistics indicates the amount for which each unit of government is eligible to apply.  The procedure for allocating JAG funds is based on a statutory formula of population and violent crime statistics, in combination with a minimum allocation to ensure that each state and territory receives an appropriate share of funding. Based on the formula listed above, the City of Culver City is allocated $19,070.00.

The Department’s current 3D laser scanner was purchased in April 2017. The scanner is no longer manufactured and is obsolete. The 3D Laser Scanner allows crime scene and accident investigators to capture the entire scene, including evidence and all relevant aspects of the scene usually in minutes. The information is captured in a digital format that gives you the ability to view and revisit the original scene anytime necessary.  A 3D laser scanner ensures the longevity and preservation of the scene and provides crime scene units with unprecedented abilities to evaluate the scene and evidence in a holistic manner.  

 

The proposed 3D laser scanner purchase will significantly reduce on-scene documentation time by capturing comprehensive, high-resolution scans in minutes rather than hours, allowing investigators to quickly clear crime scenes and fatal traffic collisions.  This increased efficiency will shorten roadway closures, improve public safety, and reduce overtime costs for police personnel assigned to these incidents.

 

If the grant is awarded, any grant conditions or assurances will be reviewed internally in consultation with the City Attorney’s Office to ensure compliance with any existing and applicable preliminary injunction(s) and/or state or local law and policy.

 

 

FISCAL ANALYSIS

 

The requested grant funding amount is $19,070.00 to partially fund the purchase of a 3D Laser Scanner. The department’s Proposed Fiscal Year 2026/2027 budget requests $85,000.00 to purchase a 3D Laser Scanner with Asset Forfeiture funds (41640454). If awarded the grant ($19,070.00), the remainder of the funds to purchase the 3D Laser Scanner ($65,930.00) will be Asset Forfeiture funds (41640454).

MOTION(S)

 

That the City Council:

                     

1.                     Approve an application for grant funds in the amount of $19,070.00 through the FY 2025 US Department of Justice, Local Edward Byrne Memorial Justice Assistance Grant Program to partially fund the purchase of a 3D laser scanner to document traffic collisions and forensic crime scenes;

 

2.                     Authorize the City Attorney to review/prepare the necessary documents; and

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
