RECOMMENDATION:
Staff recommends the City Council award a contract to Steiny and Company, Inc. as
the lowest responsive and responsible bidder, in an amount not to exceed $156,753
for the construction of Washington Boulevard/Boise Avenue Pedestrian Crossing
Signal, P-934 (CDBG #REC092-10).
BACKGROUND:
The City Council adopted Capital Improvement Plan includes the construction of a
new pedestrian traffic signal at the intersection of Washington Boulevard and Boise
Avenue. This project is funded with Federal Community Development Block Grant
Funds, Redevelopment Agency funds, and State Gas Tax funds.
The length between the signalized intersections of Washington Boulevard/Zanja
Street and Washington Boulevard/Centinela Avenue is approximately 1,800 feet.
This proposed pedestrian signal will nearly bisect this length and will create a shorter
distance between signalized crossings along this section of Washington Boulevard.
The long walking distance between the existing signalized intersections, coupled
with the recent development in the area, increase the need for the proposed
pedestrian crossing signal at the intersection.
Under the general on-call traffic engineering services contract with the City,
Infrastructure Engineers, formerly known as AAE, Inc., completed the design of the
plans and specifications for the Project. The design includes two overhead signals
with 2 flashing yellow lights in each direction of travel along Washington Boulevard. City of Culver City, California

These flashing yellow lights can be activated by pedestrians through a push button
on either side of Washington Boulevard. When the signal is not in operation it will
remain dark.
DISCUSSION:
On August 8, 2011, the City Council approved the final plans and specifications and
authorized the advertising of construction bids for this project.
On September 8, 2011, the City Clerk’s Office publicly opened the bids. Six
contractors responded with the following bid amounts:

Staff reviewed the six sets of contractor bid documents and determined Steiny and
Company submitted the lowest total base bid. Staff reviewed the bid proposal from
Steiny and Company and found the bid documents responsive and complete. Its bid
bond, contractor’s license, and worker’s compensation insurance were reviewed and
determined to meet City requirements. Steiny and Company has completed several
similar projects for the City of Culver City such as the recent new Washington
Boulevard and McLaughlin Street traffic signal project with satisfactory performance.
Staff recommends awarding the construction contract to Steiny and Company as the
lowest responsive and responsible bidder, for the construction of the Washington
Boulevard/Boise Avenue Pedestrian Crossing Signal, P-934.
The construction management of the Project will be conducted by Engineering
Division staff. Inspection services will be procured through competitive Request for
Proposal (RFP) process, to be selected from a list of firms pre-approved by the City
Council. After the RFP’s are received, staff will review and select the consultant.
The costs for inspection services are expected to be approximately $10,000.
If the City Council awards the construction contract, the construction is scheduled to
begin in October 2011 and is expected to be completed by February 2012.
Public Notification
Approximately two weeks prior to construction activity, the adjacent businesses and
residences will be provided with written information on the project schedule and
contact information for questions and/or concerns regarding the project. City of Culver City, California

If the City Council approves the construction contract award, staff will
administratively transfer the remaining unspent funds of $11,000 from P-909
Washington Bl./McLaughlin St. traffic signal project, to this project.
MOTIONS:
That the City Council:
1) Award a contract to Steiny and Company, as the lowest responsive and
responsible bidder, for the Washington Boulevard/Boise Avenue Pedestrian
Crossing Signal Project, P-934, in the amount not to exceed $156,753, based on
its base bid;
2) Authorize the Public Works Director/City Engineer to approve change orders in
the amount not-to-exceed $16,675, if necessary; and,
3) Authorize the City Attorney to review/prepare the necessary documents; and;
4) Authorize the City Manager to execute such documents on behalf of the City.
