RECOMMENDATION:
Staff recommends the City Council (1) consider a request from the Disability
Advisory Committee to hold an event that includes a special film screening and
panel discussion at the Kirk Douglas Theater (the “Event”) that would include
solicitation of in-kind and monetary donations in partnership with the Culver City
Senior Citizens Association and (2) direct the City Manager as deemed appropriate.
BACKGROUND:
At its meeting of June 13, 2012, the Disability Advisory Committee (DAC) adopted
the following motion:
“The Disability Advisory Committee would like to put forward to the
City Council for approval of plans to hold special disability film
screening event, followed by a panel discussion, at the Kirk
Douglas Theatre on Sunday, July 29 at 4:00 p.m.—working in
partnership with the Culver City Senior Citizens Association, Inc.
under the umbrella of their non-profit status to secure the theater
and any other necessary monetary or in-kind donations.”
The purpose of this staff report is to convey the DAC’s request for the Event and to
allow the City Council the opportunity to respond to the request as the City Council
deems appropriate.

DISCUSSION:
As an advisory body to the City Council, the DAC was created to provide the City
Council with advice on policies and programs related to issues of importance to
those residents and visitors with disabilities. In that role, the DAC has made a
formal recommendation and request to the City Council to approve the Event. As
part of the Event, the City Council is requested to authorize the DAC to work in
partnership with the Culver City Senior Citizens Association (CCSCA), an
established 501(c)(3) charitable organization. The DAC requests the approval of the
City Council to solicit donations, both in kind and in cash. Such donations would be
made through the CCSCA.
Staff fully supports the event and the potential for the event to raise additional funds
for future disability related events in the City (such as the annual Disability
Awareness Carnival for Kids). However, given the current level of resources
available to the Parks, Recreation, and Community Services Department, the
Department is unable to devote staff resources to this event without redirecting such
resources from existing programs and events. The DAC members have graciously
indicated that they would volunteer their time and expertise to prepare for and hold
the Event without significant staff support. Also, the welcome participation of the
CCSCA would also provide additional volunteer resources and an appropriate
conduit for in-kind and cash donations.
Staff recommends the City Council approve the DAC’s request with the following
conditions:
• That the Event be planned and staffed by DAC members and other
volunteers (including volunteers from the CCSCA)
• That solicitation of in-kind and monetary donations be done in the
name of the CCSCA (as opposed to in the name of the City)
• The City Council authorize the DAC members to solicit donations to
the CCSCA in support of this Event in their official capacity as DAC
members.
FISCAL ANALYSIS:
In the case the Event is planned and produced by volunteers, there would not be a
fiscal impact to the City. Any monetary donations made to the CCSCA for this event
would supplement already budgeted monies for future disability awareness events.
