RECOMMENDATION:
Staff recommends the City Council approve the final plans and specifications and
authorize advertising for bids for the Washington Boulevard Pavement Rehabilitation
Project, P-838, Federal Aid Project Number ESPL 5240-(023).
BACKGROUND:
Washington Boulevard between La Cienega Boulevard and La Cienega Avenue has
been exhibiting severe roadway pavement stresses on the travel lane adjacent to
the landscaped medians. The landscaped medians were installed in 1997. Soil
investigations conducted by the on-call geotechnical engineering firm, PSI, found
that the sub-grade soil conditions consist of clay with high moisture content. In
some cases, clayey sub-grade soil can pump and cause pavement failures due to
repetitive heavy traffic loads on the structural section. The Washington Boulevard
Pavement Rehabilitation Project, P-838, will address the sub-grade conditions and
reconstruct roadway pavement sections and median curbs. Several pavement
repairs are also included between La Cienega Avenue and Helms Avenue.
Willdan Engineering, under the on-call traffic engineering consultant contract with
the City, completed the design and preparation of the plans and specifications under
the supervision of the Engineering Division. The project is ready to be advertized for
construction bids.

DISCUSSION:
The project is funded through the federal government’s economic stimulus program.
The project is to be constructed through multiple stages in order to lessen the impact
to the public. It is anticipated that there will be some inconveniences to the
businesses and the residential community during the reconstruction of Washington
Boulevard, primarily due to the intermittent loss of street parking on Washington
Boulevard and traffic delays.
Approximately 30 street parking spaces on Washington Boulevard will be
unavailable during construction. To address the temporary loss of street parking
along Washington Boulevard, staff will implement the following adjustments during
construction:
1. Permit Parking on Reid and Sentney Avenues:
Temporarily lift the permit parking 2-hour restrictions on Sentney and Reid
Avenues to allow parking from 8:00 am to 6:00 pm for business (employees and
customers) along Washington Boulevard.
2. Implement Early Street Sweeping Operation:
On street sweeping days on Sentney, Reid, Roberts, McManus, and Fay
Avenues, limit the hours of parking restriction to only from 8:00 a.m. to 9:00 am
in lieu of the regular 8:00 am to 12:00 p.m. This would allow both residents and
businesses (employees and customers) to park on these streets after 9:00 AM.
Staff has coordinated with both the Police Department Traffic Enforcement and
Public Works Department/Environmental Programs and Operations Division for the
proposed temporary adjustment of the street sweeping schedule and parking
restrictions.
Prior and during construction, changeable text message signs will be located at
critical junctions advising motorists of the construction on Washington Boulevard and
potential delays and suggesting the use of Venice Boulevard.
The proposed construction contract award is scheduled to occur in September 2009.
The construction of the project is expected to commence in October 2009 and is
slated to be completed by December. Work will be suspended during the week of
Thanksgiving.

Staff conducted three community outreach meetings and attended one East Culver
City Neighborhood Alliance sponsored meeting to provide to residents and
businesses an understanding of the scope of work, tentative project schedule,
parking and traffic mitigation plans and the potential impacts to the community. The
meetings also provided the residents and businesses an opportunity to discuss any
concerns related to the proposed construction project. Their concerns were
addressed primarily by changing the start of construction to October so as not to
impact openings of art exhibits at several businesses.
FISCAL ANALYSIS:
As part of the American Recovery and Reinvestment Act (ARRA) signed into federal
law in February 2009, Culver City is allocated $1,196,174 of Highway Funds, of
which $670,000 is designated for Washington Boulevard Pavement Rehabilitation
Project, $400,000 for Culver Boulevard Pavement Resurfacing (Elenda Avenue to
Commonwealth Avenue), and $126,174 partial funding for the Ballona Creek Bike
Path Landscape Project (Overland Avenue to Pedestrian Bridge). The City also
received additional competitive ARRA funds (transportation enhancement) for the
Ballona Creek Bike Path Landscape Project in the amount of $350,000.
When the request to award a contract is brought to the City Council in the near
future, a budget amendment will be requested at that time to appropriate the ARRA
grant funding allocated for this project.
