RECOMMENDATION
Staff recommends the City Council approve an agreement with GameTime for the playground equipment and installation at Culver West Alexander Park in an amount not to exceed $759,352.95, in accordance with the grant designating Culver West Alexander Park as a National Demonstration Site.
BACKGROUND
On July 14, 2025, City Council approved establishing the playground at Culver West Alexander Park as a National Demonstration Site (NDS) and authorized the City to submit an application to GameTime for funding for playground rehabilitation. As part of an initiative created by the California Parks and Recreation Society (CPRS) along with the companies GameTime, PlayCore, Great Western Recreation, and MRC Recreation, playgrounds in need of repair and renovation can become an NDS recognized playground. An NDS playground must promote healthy play and support the creation of evidence-based play and recreation spaces across California. The three targets for the initiative are:
• Education: Professional development events train parks and recreation professionals and landscape architects on the role of play in building healthier communities.
• Collaboration & Funding: GameTime offers funding assistance to support the needs of communities to create high-quality outdoor play and recreation destinations that align with evidence-based designs that promote health.
• Impact & Advocacy: Recognize communities for turning research into practice and share site-specific reports and statewide collective outcomes to demonstrate impact and support play and recreation as an essential service.
Throughout California, NDS playgrounds exemplify evidence-based best practices in design and implementation, support health-related initiatives, and provide meaningful ways for community stakeholders to gather and share data.
In section 7 “Prioritization, Costs, and Funding” of the Culver City Parks Plan, which was adopted by City Council on February 10, 2025, the following factors are used to consider when the Parks, Recreation and Community Services (PRCS) Department prioritizes projects.
• The Park is in an area with historically lower investment.
• Park is in proximity to Equity Focused Neighborhood.
• Project increases services in parks with high pressure.
• Project helps achieve the Parks Plan Vision, Mission, and Goals.
• Project aligns with available local, state, or federal funding mechanisms.
Culver West Alexander Park meets each of these areas of prioritization.
DISCUSSION
Under the terms of the California Statewide Education and Funding Initiative through GameTime, in order to receive the grant funds, the City must enter into an agreement with GameTime to supply the materials and perform the associated rehabilitation work. Included in the final proposal from GameTime (Attachment 1) is new surfacing throughout the playground, new fencing around the toddler playground, and new fencing near the entrance to the playground at Wade St. Two community meetings were held on the following dates at Culver West Alexander Park in order to receive feedback from the community members near the park:

• Thursday, October 23, 2025
A survey was also sent through the City’s GovDelivery system and was made available in person to participants at the PRCS Halloween movie at Veterans Memorial Park. The scope of work was developed based on the feedback received.
By designating Culver West Alexander Park as an NDS and authorizing PRCS to submit an application, PRCS received a grant to help cover the costs of all GameTime products in the amount of $139,631.02. This grant does not cover additional products such as fencing, surfacing and installation. The final cost of the proposed playground rehabilitation for the City is $759,352.95.
GameTime has a contract with the City of Charlotte and OMNIA Partners which establishes prices for its equipment and services (Contract 2017001134). OMNIA Partners is a national company that partners with public agencies to make their procurement process and resulting contracts available for other public agencies. Contract 2017001134 is a result of a request for proposals process conducted by the City of Charlotte. GameTime’s proposal reflects the pricing available in the OMNIA contract.
FISCAL ANALYSIS
The Adopted Budget for Fiscal Year 2025-2026 includes sufficient funding in CIP No. PP014 (Park Playground Rehabilitation) to support the $759,352.95 agreement for rehabilitation of the playground at Culver West Alexander Park. CIP No. PP014 can be found in the Capital Improvements section of the budget book in the Summary by Fund and Project under Fund 420F (General Fund Facilities Planning Reserves) on page 592.

MOTION
That the City Council:
1. Approve an agreement with GameTime as the sole source for playground equipment and installation at Culver West Alexander Park in an amount not to exceed $759,352.95, in accordance with the grant designating Culver West Alexander Park as a National Demonstration Site;
2. Authorize the City Attorney to review/prepare the necessary documents; and
3. Authorize the City Manager to execute such documents on behalf of the City.
