RECOMMENDATION
Staff recommends the City Council approve a five-year general services agreement with We R Builders, Inc. to perform on-call fence and wall repairs at 28 City-owned facilities in an amount not-to-exceed $100,000 annually, for a total amount not-to-exceed $500,000 over the five-year term.
BACKGROUND
The City has concrete wall, wrought iron, and chain link fencing located at over two dozen City-owned sites that occasionally require repair and maintenance services. Those sites include the Police Station, three fire stations, City Hall, the City Yard, the Refuse Transfer Station, the Senior Center, the Municipal Plunge, the Transportation facility, 13 City parks, six sewage pumping stations and other sites.
Fences suffer from damage caused by vandalism, vehicle accidents and storms or experience leaning in areas due to ground creep, pole support failure, plant life intrusion, or other forms of trauma. Cinder block walls often suffer from chipping grout or when smooth-surfaced with concrete, cracks appear over time due to age and ground creep, and require filling, regrouting, and patching. Sometimes a portion of a wall's cinder blocks require removal and replacement. If the wall is painted, then repainting is required, along with applying an anti-graffiti clear coat.
DISCUSSION
Staff released Request for Proposals No. 2623 ("RFP") to perform on-call fence/wall repairs over five years in an amount not-to-exceed $100,000 annually and received a total of three responses. The responses were evaluated using the following criteria contained in the RFP:

*Ace Fencing and Harris Steel Fence failed to submit the required proposal, and only submitted a price schedule.
We R Builders, Inc. is located in Glendale, California and has been in business for eight years. They have 20 employees, their references are excellent, and staff recommends selecting them to enter into a five-year agreement.
FISCAL ANALYSIS
The Adopted Budget for Fiscal Year 2025-2026 includes sufficient funding in the amount of $100,000 for the first year of the five-year agreement in CIP Account No. 42080000.730100.PZ132 (Building Repairs) which can be found in the CIP section of the budget book in Fund 420F (General Fund Facility Planning Reserve). If approved, funding for future years of the agreement will be included in future fiscal year budgets.

MOTIONS
That the City Council:
1. Approve a five-year general services agreement with We R Builders, Inc. in an amount not-to-exceed $100,000 annually for a total amount not-to-exceed $500,000 over the five-year term to perform on-call fence and wall repairs at various City-owned facilities; and
2. Authorize the City Attorney to review/prepare the necessary documents; and
3. Authorize the City Manager to execute such documents on behalf of the City.
