RECOMMENDATION

 

Staff recommends the City Council approve a purchase order with Beam Global for the purchase of one

solar-powered EV charger in an amount not-to-exceed $92,517.

 

 

BACKGROUND/DISCUSSION

 

As the City of Culver City continues to introduce additional electric vehicles (EV) to its fleet, the need for efficient and reliable charging infrastructure has increased. While feasibility assessments of more permanent fleet charging solutions are ongoing, the purchase of a portable EV solar charging station will help ensure that EVs remain operational and will serve as a mobile emergency station during power outage events. The EV ARC, manufactured by Beam Global in San Diego, California, will produce, store, and deliver energy without a utility grid connection. The systems incorporated solar panels and lithium-ion battery storage will provide 32 kilowatt-hours of battery storage to deliver up to 235 e-miles in a day. The EV ARC is designed to fit inside a 9x8 parking space and can park on top of the ballast pad, so no parking area is wasted. Further, the equipment is trailer mounted so that the station can be deployed wherever staff determines the need is greatest.

 

This procurement is exempt from formal bidding procedures per Culver City Municipal Code (CCMC) Section 3.07.055.G. where competitive bid procedures have already been utilized by the City, another public agency or a joint power agency and the goods or supplies are supplied to the City at the same or better price. As the State of California has awarded Beam Global contract #1-22-61-16 to supply EV ARC solar off-grid EV charging systems through the Department of General Services (DGS), this procurement meets the formal bidding exemption provided by CCMC Section 3.07.055.G.

 

 

FISCAL ANALYSIS

 

Funding for this procurement was allocated from AB2766 Subvention funds from the South Coast Air Quality Management District. The City Council Adopted Budget for Fiscal Year 2023-2024 includes sufficient funding in Account No. 41070620.732100 (AQMD AB2766 - Automotive Rolling Stock and Equipment) to cover the cost of this equipment. Funding for ongoing operating and maintenance costs are available in Account No.  30870400.600100 (Equipment Maintenance Fund - R&M Building), and for required vehicle charging software from Account No. 30870400.732160 (Equipment Maintenance Fund - IT Equipment Software).

 

 

MOTION

 

That the City Council:

                     

1.                     Approve a purchase order with Beam Global for the purchase of with Beam Global for One (1) Solar-Powered EV Charger in an Amount Not-to-Exceed $92,517; and

 

2.                     Authorize the Purchasing Officer to execute the purchase order on behalf of the City.
