RECOMMENDATION
Staff recommends the City Council approve the final plans and specifications and authorize the publication of a notice inviting bids for CDBG Sidewalk Barrier Removal & Repair Project (CDBG Project No. 602150-19 & 602154-19) and New Curb Ramps (Project No. PZ-428).
BACKGROUND/DISCUSSION
CDBG Sidewalk Barrier Removal & Repair Project (CDBG Project No. 602150-19 & 602154-19)
On June 24, 2019 the City Council approved the CDBG fund allocation for Fiscal Year (FY) 2019/2020, Resolution No. 2019-R048. This project will provide clear paths of travel for the elderly and disabled residents of Culver City.
The project scope includes replacing non-compliant sidewalks at several locations throughout the City. The sidewalks identified are in the Fox Hills neighborhood, Ocean Drive, Elenda Street, Overland Ave at Jefferson Blvd, Cardiff Ave, and the intersection of Ince Blvd and Higuera Street.
Also, the scope of work includes replacement of non-complaint concrete walkways and construction of new concrete pads to allow drinking fountain accessibility at several City Parks.
In addition, the project scope includes removing obstructions in the sidewalk along Jefferson Blvd between Hetzler Rd and Pearson Street to allow for a minimum 36-inch wide path of travel.
New Curb Ramps (Project No. PZ-428)
The project scope includes the construction of 10 new curb ramps at the following locations to serve existing/future crosswalks for greater access to San Marino Elementary School and El Rincon Elementary School:
• Hayter Ave/Sawtelle Blvd - 2 curb ramps
• Diller Ave/Culver Park Drive - 1 curb ramp
• Culver Park Place/ Culver Park Drive - 1 curb ramp
• Port Road/Hayter Ave - 2 curb ramps
• Coolidge Ave/Port Road - 1 curb ramp
• Berryman Ave/Ryandale Drive - 2 curb ramps
• Berryman Ave/Port Road - 1 curb ramp
• Overland Ave/Sawtelle Blvd - 1 curb ramp
FISCAL ANALYSIS
These projects are funded in the FY2019/2020 CIP budget. Per Resolution No. 2019-R048 approved by City Council on June 24, 2019, the CDBG fund allocation for FY 2019/2020 will be updated. The fund allocation update consists of moving $268,693 from project number PS-006 ADA Transition Plan to PS-011 CDBG Sidewalk Barrier Removal & Repair Project.
