RECOMMENDATION:
Staff recommends the City Council approve a professional services agreement with
Land Images Landscape Architects for landscape architecture services related to the
West Washington Area Improvement Plan “AIP” Phase IV in an amount not to
exceed $119,000.
BACKGROUND:
In December 2007, the Culver City Redevelopment Agency approved a multi-
phased Area Improvement Plan (AIP) along West Washington Boulevard to improve
the physical and economic quality of the area. A key component of this AIP involves
the installation of landscaped medians funded by the Culver City Redevelopment
Agency. While the City has proposed to fund construction of the improvements, it
has decided to fund on-going maintenance through an assessment district. The
assessment district will require approximately four months to establish. In the event
the assessment district is not formed, the construction contract will not be issued
and the construction project will not go forward. Staff believes that an assessment
district will be formed because property owners in the project area have indicated
their support in a petition (Attachment No. 3). The maintenance costs will be
nominal due to drought tolerant and low maintenance landscaping. Both Phase I
and Phase II project areas have successfully formed assessment districts and
completed construction. Phase III construction drawings, for the replanting of six
medians near Washington Boulevard and Wade, is currently underway.

DISCUSSION:
Staff issued a Request for Proposal (RFP) (Attachment No.1) to six landscape
architecture firms in November 2011 for the design of landscaped medians in the
center of Washington Boulevard between Walnut Avenue and Beethoven as well as
a gateway element treatment. Four firms responded and were interviewed in
December 2011. The interview panel was comprised of staff from Redevelopment,
Public Works, Parks, Recreation and Community Services and Community
Development Administration.
The Candidates/Proposals were rated on the following criteria:
o Concept Design = Vision, elements, functionality -- (30%)
o Experience/Knowledge = Previous successes, managing challenges,
applying smart strategy -- (30%)
o Cost Rationale = Value, competitive -- (20%)
o Presentation = Written submittal and verbal interview -- (20%)
In considering the rating results and cost analysis, Land Images are the
recommended Landscape Architect for the Phase IV AIP project. They were
selected not only for their breadth of experience over the last 30 years but also for
their unique design sensibility and ability to create distinct and dynamic
streetscapes. A copy of their qualifications (Attachment No. 2) has been provided
for review. The proposal includes considerations related to concept development,
design, probable cost estimates, construction documents, specifications and
construction management.
FISCAL ANALYSIS:
The proposed cost is approximately $119,000 and represents the lowest cost
among the other RFP finalists. There are sufficient tax exempt bond funds (former
agency funds) appropriated in Fiscal Year 2011/2012 in program 48892695 –
Washington Blvd. AIP Phase IV to fund this contract. The contract amount
encompasses fees for civil and electrical engineering, detailed survey of the area
and design fees for conceptual design and construction documents.
Given the deadlines required by the State relative to redevelopment law, it will be
necessary to complete the construction documents prior to the official formation of
the assessment district. Staff recommends that the bid documents include a
contingency to allow for price changes in labor and materials that may occur from
contract award to notice to proceed. This will ensure that the awarded contract City of Culver City, California

includes an allowance for the period of time required to form the assessment
district.

1The Culver City Redevelopment Agency (“Agency”) is seeking proposals for landscape design
services for landscaped medians along a nine block stretch of the West Washington Boulevard com-
mercial corridor designated as the “West Washington Area Improvement Plan—Phase IV” . This is
the fourth phase of a multi-phase project which includes commercial facade rehabiliation grant
program, graphic identity banner, and green zone incentive program.
The project involves the installation of landscaped medians in the center of Washington Blvd. The
objective of the Area Improvement Plan is to coordinate public and private reinvestment in the area.
Phase I and Phase II have been completed and construction documents are currently being
prepared for Phase III.
LOCATION
The Area Improvement Plan is generally located on Washington Blvd., West of the 405, and East of
Lincoln Blvd. in Culver City. Specifically, Phase IV is bounded by Walnut Avenue on the West and
Beethoven Street to the East.

2SCOPE OF WORK - PHASE IV
The scope of work involves the continuation of streetscape median programming developed in Phase
I and Phase II. The work includes the preparation of plans and designs for multiple medians within the
Phase IV Improvement Plan Area. The median planting must be drought tolerant and low maintenance,
complement the median designs for Phase I and Phase II and comply with local traffic and engineering
guidelines. Queen palm tree planting is a requirement in the project plant palette due to traffic circula-
tion considerations. Additionally, the scope shall include the development of a gateway element that
compliments the Phase III planting design at the intersection of Washington Blvd. and Wade Street.
All medians will include uplighting to illuminate planting. The goal of the median design is to create a
connection between AIP phases, beautify the area and complement ongoing redevelopment efforts.
The selected firm will prepare design plans and construction documents and specifications for the proj-
ect as well as participate in three community meetings. In addition, they will coordinate design work
with the Public Works Department, the City’s Traffic Engineer and provide construction management
services.

All proposals must be on company letterhead, signed by a company officer, and include ALL of the
following information:
A summarized Scope of Work as provided above, with schedule for deliverables related to
design, construction document preparation, survey work, removal of trees, lighting, utility
research, striping (to include bike lane consideration), opinion of probable cost for construction
and maintenance, and construction management and administration.
List of all staff with related work experience who will work on the project and their level of
involvement.
Illustrative materials that represent the design intent.
Proposed schedule for work.
A not-to-exceed fee for all items in Scope of Work as well as an hourly fee for extra work as
requested by the Agency, both during and outside of normal business hours.
Three references, including a contact name, phone number and associated project.
Proposals received no later than Monday, December 9, 2011.

administration services for this project. It has been a pleasure working with you and
the City on Phase III of the West Washington Area Improvement Plan. The final design
is the product of many drafts and valuable City input. We look forward to seeing the
project to completion and appreciate this opportunity to continue the process further
down the Boulevard.
Land Images is a landscape architecture firm with over 30 years experience in public
and private sector site planning and design. We understand the scope of work for
Phase IV to include preliminary research, concept development, schematic design,
presentation of schematic design and probable cost estimate for City approval.
Following that approval, construction documents and specifications will be provided
for the construction of new median islands and creation of a gateway element
as described in the rFP. these documents will be based upon a site survey, also
provided as a part of this proposal. The construction scope reflected in the design
documents includes demolition, construction of curbed islands and gateway element,
utility provision, soil and grading, ornamental lighting, irrigation and planting, striping
and signage. land Images will provide comprehensive and coordinated surveying,
engineering and design for all work.

Approach and Design Intent
as is the case with every land Images project, we will approach this commission
by first developing a full understanding of the goals of the City, the project context
and the issues seen as critical to the project’s success. this will necessarily involve a
complete review of the existing conditions as well as meetings with City agencies and
Traffic Engineers. We anticipate numerous sketched concepts for the total corridor
and gateway element for City input. an agreed upon concept will be rendered for
final presentation to the Community and City Council including cost estimates for
construction and maintenance.
Upon approval of the schematic plan and issuance of a notice to proceed, assembly
of construction documents will commence. these will consist of demolition, layout and
staking, grading, utilities, planting, irrigation, lighting, striping and signage.
the following drawings are not anticipated to be required and are therefore not a part
of this proposal:

The enclosed photographs of three existing median projects provide a glimpse of
possibilities for design, providing visual relief from expanses of paving without creating
obstacles to the sightlines so necessary on busy thoroughfares.
We estimate that this project will have a duration of approximately 62 weeks. We have
made assumptions about the timing of approvals, permits, inspections and sign-offs
based on our experience on Phase III. Of course, it must be recognized that Land
Images has no control over the actions of those agencies. rest assured, however, that
we will do everything possible to cooperate with and assist them.
