City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends the City Council approve an amendment to extend for one year (with three additional one year extension options) to the existing software maintenance contract with ESRI (Redlands, CA) to support the City’s Enterprise Geographical Information Systems (GIS) Program. BACKGROUND: In 1998, the Information Technology Department initiated efforts to implement an enterprise GIS that would support the needs of all City departments. To date, this effort has resulted in the acquisition of over 100 digital data layers such as aerial photography, land parcels, zoning, general plan, bus routes, and natural hazard information. The primary objective of the Culver City GIS program is to create a stable and accurate GIS database, and provide customized GIS applications, maps and spatial analysis services to City departments and the public. The program has matured to become an integral piece of the City’s framework, and City staff and the public have become progressively more aware of its availability and benefits. DISCUSSION: Since the inception of the GIS program, the City has utilized software tools from ESRI (Environmental Systems Research Institute). This vendor is widely recognized as the leading provider of GIS software products. ESRI was founded in 1969 as a privately held consulting firm specializing in land-use analysis. During the 1980’s ESRI developed a core set of software application tools for use in creating a geographic information system (GIS). Today ESRI offers over 80 software products to assist agencies with developing and maintaining GIS applications. The annual maintenance payment for this software has been issued each year without Council approval as the payment has always remained under $10,000. However with the combined factors of GIS program growth, the need to purchase additional software, and rising costs, the maintenance contract for this year exceeds $10,000. The following ESRI software products are currently in use at the City: ESRI Product Description ArcInfo ArcInfo provides all the necessary tools to build and manage a complete, intelligent GIS including maps and globes, data, metadata, geo-datasets, and workflow models. ArcView ArcView is full-featured geographic information system (GIS) software for visualizing, managing, creating, and analyzing geographic data. Using ArcView, you can understand the geographic context of your data, allowing you to see relationships and identify patterns in new ways. ArcView helps tens of thousands of organizations make better decisions and solve problems faster. ArcPad ArcPad is software for mobile GIS and field mapping applications using handheld and mobile devices. ArcPad provides field-based personnel with the ability to capture, analyze, and display geographic information, without the use of costly and outdated paper map books. ArcGIS Server ArcGIS Server is a complete and integrated server-based GIS. It gives an organization the ability to host maps and analysis tools via the web for internal and external access. Included tools provide services for spatial data management, visualization, and spatial analysis. 3-D Analyst ArcGIS 3D Analyst allows you to effectively visualize and analyze surface data. Using ArcGIS 3D Analyst, you can view a surface from multiple viewpoints, query a surface, determine what is visible from a chosen location on a surface, create a realistic perspective image that drapes raster and vector data over a surface, and record or perform three-dimensional navigation. City of Culver City, California City Council Agenda Item Report Staff recommends renewing the software maintenance contract with ESRI. To date, the company has continued to provide excellent support for the GIS products that the City utilizes. FISCAL ANALYSIS: The authorization to renew the annual maintenance contract with ESRI would result in an expenditure of $14,343 in fiscal year 2007/2008. Sufficient funds have been allocated in the Information Technology Department’s Operating Budget – 10124100.600220 (Repairs and Maintenance) for these expenditures. ATTACHMENTS: None. MOTION: That the City Council: 1. Approve an amendment to extend for one year (with three additional one year extension options) to the existing ESRI’s software maintenance contract in an amount not-to-exceed $14,343 (plus applicable sales tax) for fiscal year 2007/2008; 2. Authorize the Information Technology Director to issue the annual maintenance payment each year to ESRI (Redlands, CA) for an additional three years unless the respective software support is deemed unnecessary by the Information Technology Director; 3. Authorize the City Attorney to prepare the necessary documents and authorize the City Manager to execute such documents on behalf of the City.
