RECOMMENDATION
Staff recommends the City Council (1) adopt a resolution approving the revised salary schedule for City employees retroactive to July 1, 2023; and (2) adopt a resolution approving the salary schedule for City Manager effective retroactive to July 31, 2023.
BACKGROUND / DISCUSSION
During the June 12, 2023, City Council meeting, the City Council adopted the Budget for Fiscal Year 2023 - 2024 for the City of Culver City, the Successor Agency to the Culver City Redevelopment Agency, the Culver City Housing Authority, and the Culver City Parking Authority. The City Council also adopted a resolution approving salary schedules for Miscellaneous employees, Police Safety employees and Fire Safety employees, effective July 1, 2023.
A revised salary schedule for Fiscal Year 2023-2024 is being brought forth to City Council to reflect the most current updates that concluded from the recent negotiation process between the City of Culver City and the Culver City Management Group (CCMG) and between the City of Culver City and the Culver City Employees Association (CCEA). The City reached tentative agreements with CCMG and CCEA; consequently, CCMG and CCEA members received a seven percent (7%) across the board salary increase effective the first full pay period after July 1, 2023. However, there were discrepancies found in the salary schedule effective July 1, 2023, specifically, the seven percent (7%) salary increase was not incorporated into certain City Classifications. The revised salary schedule for Fiscal Year 2023 - 2024 includes the seven percent (7%) salary increase incorporated into all City classifications, with the exception of Y-rated classifications.
Accordingly, the revised salary schedule for Fiscal Year 2023 - 2024 effective retroactive to July 1, 2023, is attached as Exhibit A to the proposed Resolution (Attachment 1).
An updated Executive Management Salary Schedule effective retroactive to July 31, 2023, reflecting the seven percent (7%) salary increase for the City Manager in accordance with the City Manager Executive Employment Agreement is attached as Exhibit A to the proposed resolution (Attachment 2).
FISCAL ANALYSIS
All negotiated salary increases have already been included and approved in the Adopted Budget for Fiscal Year 2023 - 2024.
