Additionally, staff recommends that City Council implement an interim modified funding schedule. BACKGROUND: During Fiscal Year 06/07, CCSCC has been working together with staff to address several issues, a number of which are still outstanding. Because of the importance of the work being done by the CCSCC and the desire of both CCSCC and staff to benefit from the thoughts and suggestions of City Councilmembers, this staff report has been prepared for the City Council’s consideration. DISCUSSION: Staff recognizes the important work done by CCSCC and the City’s important oversight role, especially with respect to those organizations that take actions in the name of the City and/or receive public funds. Fulwood (06/14/07) City of Culver City, California City Council Agenda Item Report Based upon the concerns raised by both the City Council and the representatives of CCSCC, staff would like to respectfully request the City Council consider the creation of a subcommittee entitled: City Council/Culver City Sister Cities Subcommittee. This Subcommittee would greatly assist staff in preparing recommendations to the City Council to address the issues raised and provide the added benefit of having two Councilmembers directly involved in the discussions. It is also proposed this Subcommittee would have a very specific mission and be charged with returning to the City Council with a recommendation no later than August 27, 2007, at which time the Subcommittee is recommended to sunset. I would also recommend to the City Council the appointment of Vice Mayor Gross and Councilmember Silbiger to serve on this Subcommittee, should the City Council determine to create it. FISCAL ANALYSIS: Appointment of this Subcommittee would not create a significant material fiscal impact or staff time. Consideration of Modified Funding Schedule Should the City Council determine to create and appoint members to the City Council/Sister Cities Subcommittee, the City Council may wish to postpone a final decision on funding the CCSCC until such time as the Subcommittee can bring a recommendation to the City Council. However, to accommodate the needs of CCSCC related to the events in July/August, staff recommends the City Council authorize the City Manager to reimburse CCSCC for expenses directly related to the events from appropriated reserves. At the time the Subcommittee returns to the City Council (expected on August 27, 2007), a budget amendment may be presented for Council consideration at that time. ATTACHMENTS: None MOTION: That the City Council: City of Culver City, California City Council Agenda Item Report (1) Authorize the City Manager to expend an amount not to exceed $7,000 from appropriated reserves for expenses related to the CCSCC’s events during the months of July/August 2007; (2) Create the City Council/Culver City Sister Cities Subcommittee with a sunset date of August 31, 2007; and, (3) Appoint Vice Mayor Gross and Councilmember Silbiger to serve on this Subcommittee; and, (4) Direct the Subcommittee to meet with the CCSCC and return to the City Council with a recommendation no later than August 27, 2007.
