RECOMMENDATION
Staff Recommends the City Council approve a professional services agreement with Tripepi Smith and Associates for strategic communications support services for the Transportation Department in an amount not-to-exceed $30,000.
BACKGROUND/DISCUSSION
Given the volume of activity related to new and ongoing initiatives in the Transportation Department, workload related to communications activities has increased substantially. It has therefore been determined to augment existing staff resources with consultant services which will provide support for the following:
• Strategic Communications Planning - messaging development, audience targeting, talking points, and branding.
• Project Management - tracking key timelines and deliverables for the implementation of communications related tasks.
• Media Monitoring - tracking the public facing and media attention mentioning Transportation Department and related information.
• Metrics Reporting - establishment of metrics related to Transportation Department’s digital resources including webpage visits, email, and social media engagement into an easily digestible report for management.
• Content Production - activities will include the as needed use of graphic design services, email campaign production, or media kits.
• Strategic Communications Advice - as needed support for communications and public relations where unique circumstances require expertise on departmental communications.
Pursuant to Culver City Municipal Code (CCMC) Section 3.07.065.A, professional services are exempt from competitive bidding provided the contract is based on competitive quotes, whenever practical, as determined by the City Manager. The City Council authorized an existing agreement with Tripepi Smith and Associates on June 11, 2018 resulting from a request for proposals sent to firms to perform communications support services for the City Manager’s Office. Given the similar nature of the scope and activities of the requested agreement, the City Manager has determined competitive quotes are not necessary in this case. Further, the City Purchasing Officer has authorized the prior 2018 procurement as satisfying the City’s requirements for competitive bidding.
FISCAL ANALYSIS
The City Council Adopted Budget for Fiscal Year 2021-22 includes sufficient funding in account 20370100.619800 to cover the requested $30,000. All services will be paid for with Transportation Department funds and no general funds will be used.

RECOMMENDED MOTIONS
That the City Council:
1. Approve an agreement with Tripepi Smith and Associates for strategic communications support services for the Transportation Department in an amount not-to-exceed $30,000;
2. Authorize the City Attorney to review/prepare the necessary documents; and
3. Authorize the City Manager to execute such documents on behalf of the City.
