Nachbar (02/03/12) RECOMMENDATION: Staff recommends the City Council and Parking Authority Board (Authority Board) award a tri-party contract to American Lighting Supply (ALS) as the lowest responsive and responsible bidder for the lighting upgrade project at the City Hall and Cardiff Parking Structures as part of the City’s Energy Efficiency and Conservation Block Grant (EECBG) administered by the Federal Department of Energy (DOE). BACKGROUND: On February 17, 2009, President Barack Obama signed into law the American Reinvestment and Recovery Act (ARRA and Stimulus Funds). This $787 billion economic stimulus package includes $3.2 billion in funding for energy efficiency and fossil fuel reductions. Based on residential and daytime population for all cities and counties nationwide, Culver City has been allocated $194,900 from the EECBG. The EECBG is being administered by the Department of Energy (DOE). Eligible projects include any strategy to reduce fossil fuel emissions, total energy use, and improve energy efficiency in all sectors. City of Culver City, California Agenda Item Report On January 24, 2011, the City Council approved a budget amendment to accept the grant funding and approved a professional services agreement with EFM Solutions for management of the City’s EECBG and to provide project management assistance with the lighting upgrade project. DISCUSSION: On October 24, 2011, the City Council authorized the release of a Notice Inviting Bids (NIB) to qualified contractors to perform the lighting upgrade project. The project will consist of replacing the existing high pressure sodium (HPS), metal halide and fluorescent lighting at the Cardiff and City Hall parking structures with more energy efficient Light Emitting Diode (LED), induction lighting units, or other efficient lighting technologies. On December 1, 2011, seven firms responded to the NIB and the results were as follows: American Lighting Supply………$74,706.18 GA Technical Services……………$97,808.90 Element Power Group…………….$113,061.62 Sylvania Lighting Services……….$117,601.00 Baker Electric………………………$171,923.21 Summit Electric…………………….$174,170.00 Hoffman Management……………$185,816.40 Based on a review of company profile, qualifications and references, Staff feels American Lighting Supply (ALS) demonstrated the best understanding of the NIB requirements in addition to providing the lowest responsive and responsible bid. Reference checks have indicated that ALS has the knowledge and ability to satisfactorily perform the project. FISCAL ANALYSIS: This project will not require any matching funds from the City. The City contribution is limited to in-kind staff services administering the project. Funding for this project has already been appropriated into the following business unit: 42300935 – EECBG Lighting Retrofit. In addition to the bid amount of $74,706.18, staff is requesting authorization for the Director of Public Works/City Engineer to approve change orders in the amount of $11,206.00. ATTACHMENTS: 1. Authorize the Director of Public Works/City Engineer to approve change orders in an amount not-to-exceed $11,206.00; and, 3. Authorize the City Attorney/Parking Authority Counsel to review/prepare the necessary documents; and 4. Authorize the City Manager/Executive Director to execute such documents on behalf of the City and Parking Authority, respectively.
