RECOMMENDATION:
Staff recommends the City Council accept and appropriate $251,780 in grant
funds awarded by the 2011 Urban Area Security Initiative (UASI) Grant Program
to be used for the purchase of disaster preparedness equipment and training by the
Police and Fire Departments.
A 4/5ths affirmative vote is required to amend the budget.
BACKGROUND:
The City has been awarded grant funding from the 2011 Urban Areas Security
Initiative (UASI) Grant Program. The grant is administered through the United States
Department of Homeland Security. This grant is essential for local preparedness.
The City of Culver City is fortunate to be located within a region that was given
funding priority by the Federal Government for the purpose of disaster preparedness
and terrorism related event mitigation.
In order to be eligible for UASI grant funding, agencies must engage in projects that
meet identified national, state, and local priorities, and these projects are required to be
regional in nature with multi-jurisdictional and preferably multi-disciplined benefits.
The City of Culver City worked closely with its regional partners and the Los Angeles
County Police Chiefs Association to identify specific projects that would be beneficial to
all of the area law enforcement agencies. These projects entail further development of

our regional approach to training of personnel to enhance the competencies and
capabilities of our officers and to enhance our technologies and equipment.
DISCUSSION:
The Federal Government desires to enhance the capabilities, competencies, and
preparedness of local municipalities to respond, engage, and sustain operations, and
recover from incidents of terrorism and chemical, biological, explosive, radiological, or
nuclear (CBRNE) events and catastrophes occurring in our region. Funding for such
efforts is made available on a competitive basis through the Department of Homeland
Security’s Los Angeles-Long Beach Urban Area Security Initiative Grant Program.
In the 2011 UASI process, the City applied for several programs critical
to regional preparedness and was successful in obtaining $247,300 in funding for the
following:
1) Personal Protection Equipment (PPE) rated for CBRNE $101,602.00
The funds will be used to replace existing personal protection suits that are expired
and out of compliance. This also includes the replacements of our current gas
masks which are not currently rated for a nuclear event.
2) Automated License Plate Readers (ALPR) $52,130.00
The funds will allow us to purchase two more license plate readers that will
enhance our ability to provide new technology to the Police Department’s
operations.
3) CBRNE-PPE Training $64,261.00
Will fund the purchase of new PPE’s which is part of required training with the
updated equipment to meet Cal-OSHA requirements.
4) Regional Crime Mapping Data Sharing $29,307.00
This technology will allow the Department to analyze crime patterns within the City
limits and throughout the region so the Department can strategically identify new
crime trends and strategies to help prevent new crimes in the region which includes
the Cities of Culver City, Santa Monica, Beverly Hills, West Hollywood and LAPD
Pacific and West LA Division Stations.
5) Disaster Awareness Course (DAC) $4,480.00
The Fire Department will provide training for staff with a Disaster Awareness
course.
If authorized, funding will be appropriated into account 41440902 – Urban Area City of Culver City, California

Security Initiative.
FISCAL ANALYSIS:
The project is completely funded by the grant. No matching funds are required from
the City.

MOTION:
That the City Council:
1. Accept $251,780 in grant funds for disaster preparedness equipment and training
costs awarded by the 2011 Urban Area Security Initiative (UASI) Grant Program;
and;
2. Approve a Budget Amendment appropriating said funds to account 41440902 –
Urban Area Security Initiative for this program; and,
3. Authorize the City Attorney to review/prepare the necessary documents; and
4. Authorize the City Manager to execute such documents on behalf of the City.
